1. This Invitation for Bids follows the General Procurement Notice for this project that appeared in the ADB Business Opportunities issued on 6 October 2006.
2. The People's Republic of China has received a loan from the Asian Development Bank (ADB) towards the cost of Shandong Hai River Basin Pollution Control Project, and it intends to apply part of the proceeds of this loan to payments under the contract for Procurement of Plant Design, Supply and Installation of Alkali Recovery Evaporation Section Project. The package is designed as an evaporator train of 6 effects with 11 bodies, in which 4 bodies for effect I, and 3 bodies for effect II. In normal operation, there are 6 effects with 9 bodies running, in which 3 bodies for effect I and 2 bodies for effect II, running continuously with heavy black liquor production.
3. CMC International Tendering Corporation (CITC), entrusted by Shandong Tralin Paper Co., Ltd (the Purchaser), now invites sealed bids from eligible bidders for the Procurement of Plant Design, Supply and Installation of Alkali Recovery Evaporation Section Project under project package No.:QLPM/G1.
4. International Competitive Bidding will be conducted in accordance with ADB's Two-Stage: One-Envelope and is open to all bidders from eligible source countries.
5. Interested eligible bidders may obtain further information from CITC and inspect the Bidding Document at the address given below from 9:00-11:00am and 2:00-4:00pm starting 15 December 2008.

6. To purchase the Bidding Document in English, eligible bidders should:
- visit the office of CITC at the address indicated above and pay a nonrefundable fee of of RMB 2,500 or USD 350 in cash or by certified check,
or
- request for delivery by sending a written application to CITC at the address indicated above. The application must include a cashier's check of RMB2,800 (local delivery) or $390 (overseas delivery). The document will be sent by courier. No liability will be accepted for loss or late delivery.

8. CITC will not be responsible for any costs or expenses incurred by Bidders in connection with the preparation or delivery of Bids.
9. In the comparison of Bids, ADB's Domestic Preference Scheme will be applied in accordance with the provisions stipulated in the Bidding Document.
