Invitation for Bids

Loan No.:2240-PRC: Wuhan Wastewater and Stormwater Management Project

1.    The People's Republic of China has received for a loan from the Asian Development Bank (ADB) towards the cost of Wuhan Wastewater and Stormwater Management Project. Part of the proceeds of this loan will be used for payments under the contract of Supply, Installation and Commissioning of Equipment for Nantaizihu Wastewater Treatment Plant. Bidding is open to bidders from eligible source countries of ADB through ICB procedure.

2.    Instrimpex International Tendering Company (the Procurement agent, CNIITC), authorized and on behalf of Wuhan Urban Drainage Development Co., Ltd. (the Purchaser), now invites sealed bids from eligible bidders for the contract of supply of Goods and related services. The content of this contract includes the following:

  1. Improved Oxidation Ditch Improved oxidation ditch;
  2. Secondary sedimentation tank, water distribution and sludge discharge well and sludge pump house;
  3. Disinfecting tank;
  4. Chlorination and dosage room;
  5. Sludge dewatering workshop;
  6. Power distribution room; and
  7. Plane layout of plant area.

3.    International Competitive Bidding will be conducted in accordance with ADB's Single-Stage: One-Envelope Bidding Procedure. Qualified supplier with adequate financial and technical abilities as per the bidding document is required. The bidder should at least have experience of undertaking similar WWTP for equipment supply and installation in recent three years

4.    To obtain further information, inspect and purchase the Bidding Documents, bidders should contact the following address from 8:30-11:30 and 13:30-16:30 from 19 January 2010 to 8 March 2010.

5.    To purchase the bidding documents in English, eligible bidders should:

  1. visit the office at the address indicated above and pay a nonrefundable fee of CNY 2,000 (or USD or Euro equivalent) in cash,
    or
  2. request for delivery by sending a written application to the address indicated above. The application must include a cashier's check of additional CNY 100 for local delivery or USD 20 for overseas delivery. The document will be sent by courier. No liability will be accepted for loss or late delivery.

6.    Bids must be delivered:

  • on or before 9:30 am on 8 March 2010. Late bids shall be rejected.
  • together with a Bid Security of not less than 2% of the total Bid Price. Late bids shall be rejected.
Bids will be opened immediately after the deadline in the presence of bidders' representatives who choose to attend.

7.    The Procurement Agent and the Purchaser will not be responsible for any costs or expense incurred by bidders in connection with the preparation and delivery of the bids.

8.    When comparing Bids, ADB's Domestic Preference Scheme will not be applied in accordance with the provisions stipulated in the Bidding Document.
