1.    This invitation fro Bids follows the General Procurement Notice for the project that appeared in the ADB Business Opportunities on 5 December 2006.

2.    The People's Republic of China has received a loan from the Asian Development Bank (ADB) towards the cost of Taiyuan-Zhongwei Railway Project. Part of this loan will be used for payments under the contract named above. Bidding is open to all bidders from eligible source countries of ADB.

3.    The CMC International Tendering Corporation (CITC) (the Procurement Agent), acting for and on behalf of the Foreign Capital and Technical Import Center of the Ministry of Railways (the Purchaser), invites sealed bids from eligible bidders for the supply and delivery of the following goods.

4.    For minimum key qualifications of the Eligible Bidders please refer to Section 3 Evaluation and Qualification Criteria.

Eligible Bidders must:

  1. have a positive net worth calculated as the difference between the total assets and total liabilities.
  2. have an available amount of liquid assets, lines of credit, and other assets at least up to 100% of the contract amount.
  3. For the manufacturer of concrete beam: must have supplied not less than 800 spans of concrete beams from 2006 to 2009.
  4. For the manufacturer of bearing: must have supplied not less than 1000 spans of bearings from 2006 to 2009.

5.    International competitive bidding will be conducted in accordance with ADB's Single-Stage: One-Envelope Bidding Procedure.

6.    To obtain further information and inspect the Bidding Documents, bidders should contact CITC at the address given below from 28 July 2009 to 8 September 2009 at working time 9:00 -11:00 and 14:00 -16:00.

7.    To purchase the Bidding Documents in English, eligible bidders should:

  1. visit the CITC office at the address indicated above and pay a nonrefundable fee of RMB 2,000 or US$ 300 in cash or certified cheque in favor of CMC International Tendering Corporation.
    or
  2. request for delivery by sending a written application to CITC at the address indicated above. The application must include a cashier's check of RMB 2,100 for local delivery or US$350 for overseas delivery. The document will be sent by courier. No liability will be accepted for loss or late delivery.

8.    Deliver your bid:

  • To the address above;
  • On or before 10:00 a.m. on 8 September 2009;
  • Together with a Bid Security of 2% of the total bid Price in the bid currency or an equivalent amount in a freely convertible currency.

Bids will be opened immediately after the deadline in the presence of bidders' representatives who choose to attend.

9.    CITC and the Purchaser will not be responsible for any costs or expenses incurred by the bidders in connection with the preparation or delivery of bids.

10.    When comparing Bids, ADB's Domestic Preference Scheme will be applied in accordance with the provisions stipulated in the Bidding Document.
