1.    The People's Republic of China has received a loan from the Asian Development Bank (ADB) towards the cost of Southern Gansu Roads Development Project, and it is intended that part of the proceeds of this loan will be used for payments under the contracts mentioned below. Bidding is open to interested bidders from eligible source countries of the ADB.

2.    CNCCC International Tendering Co. Ltd., authorized by Gansu Changda Highway Co. Ltd., the Employer, now invites sealed bids from interested eligible bidders for construction and completion of the following:

3.    International Competitive Bidding will be conducted in accordance with ADB's Single-Stage: One-Envelope Bidding Procedure and is open to all bidders from eligible source countries.

4.   Only eligible bidders with the following qualifications should participate in this bidding:

A.    Experience Requirements

Contract No. The minimum Experience Requirements:
Roadbed works
WG1-WG2, WG4,WG7, WG12-WG17, and WG22		 Within the last 5 years, should have successfully completed at least one contract for the construction of roadbed works of 4-lane expressway or class A highway with total length of >/= 10km
Roadway works
WG12-WG17, WG22		 Within the last 5 years, should have successfully completed at least one contract for the construction of cement concrete roadway work of 4-lane expressway with total length of >/= 10km
Bridge works
WG4, WG6, WG7, WG12, WG16-17 		Within the last 5 years, should have successfully completed at least one contract for the construction of prestressed cement bridge of expressway or Class-A highway. The length of the bridge: single >/= 50m, and total length >/= 1000 m
WG1, WG2, WG5, WG13, WF14, WG15, and WG 22 Within the last 5 years, should have successfully completed at least one contract for the construction of prestressed cement bridge of expressway or Class-A highway. The length of the bridge: single >/= 40m, and total length >/= 500 m
Tunnel Works
WG1, WG4, WG7, WG12-WG17, WG22		 Within the last five year, should successfully completed one contract for the construction of various tunnels such as those of highway and city roads, subway or railway with the with single hole with of >/= 10m. Total length of single hole tunnel for WG1, 4, 7, 12-15, 17 and WG22 should be >/= 1000 m. For WG16, the total length of single hole tunnel should be >/= 2,000

Qualification Certificate Requirements for domestic applicants: Domestic bidders shall hold business license as issued by Industry and Commerce Administration Departments.

Contract Nos. In addition to Class A or above General Contracting Qualification Certificate for Highway Construction Engineering, the following certificates are required:
WG1, WG2, WG5 Class A or above Special Contracting Qualification Certificate for Highway Sub-grade Engineering
WG4, WG6, WG7 Class A or above Special Contracting Qualification Certificate for Highway Sub-grade Engineering and Class A or above Special Contracting Qualification Certificate for Bridge Engineering
WG13-WG15, WG22 Class A or above Special Contracting Qualification Certificate for Highway Sub-grade Engineering and Class A or above Special Contracting Certificate for Highway Pavement Engineering
WG12 Class A or above Special Contracting Qualification Certificate for Highway Sub-grade Engineering, Class A or above Special Contracting Qualification Certificate for Bridge Engineering, and Class A or above Special Contracting Certificate for Highway Pavement Engineering
WG16, WG17 Class A or above Special Contracting Qualification Certificate for Highway Sub-grade Engineering and Class A or above Special Contracting Certificate for Highway Pavement Engineering, Class A or above Special Contracting Qualification Certificate for Bridge Engineering, and Class A or above Special Contracting Certificate for tunnel Engineering

5. To purchase the Bidding Document in English, bidders should:

  1. visit the Employer's office at the address indicated below and pay a nonrefundable fee of RMB 5,000 or USD 625 cashier's cheque in favor of Gansu Changda Highway Co. Ltd.;
    Or
  2. Request for delivery by sending a written application to Employer at the address indicated below. The application must include a cashier's check of RMB 5,200 (including local delivery) or USD 650 (including overseas delivery).The document will be sent by courier. No liability will be accepted for loss or late delivery.
6.    Bids must be delivered to the Employer's address below on or before 14:00 hrs (Beijing time on 18 September 2009 All bids must be accompanied by Bid Security as follows:

7.    Bids will be opened immediately after the deadline in the presence of the bidders' representatives who choose to attend at the Employer's address given below.

8.    The Employer or the Procurement Agent will not be responsible for any costs or expenses incurred by bidders in the preparation or delivery of bids.

9.    In the comparison of Bids, ADB's Domestic Preference Scheme will be applied in accordance with the provisions stipulated in the Bidding Document.
