1. This Invitation for Bids follows the General Procurement Notice for this project that appeared in the www.adb.org on 30 May 2007.
2. The People's Republic of China has received a loan from the Asian Development Bank (ADB) toward the cost of Gansu Heihei Rural Hydropower Development Investment Program-Dagushan Hydropower Project. Part of this loan will be used for payments under the contract named above.
3. Instrimpex International Tendering Company (CNIITC), the Procurement Agent authorized by Gansu Zhangye Dagushan Hydropower Company, the Purchaser, now invites sealed bids from eligible bidders for the supply and delivery of the following goods and related services which have been divided into the following packages:
Package 1: Generator/Turbine Equipment
Package 2: Crane Equipment
Bidders are free to bid for any one package or both packages. However, the bids shall be submitted for each package separately so that these can also be evaluated individually.
4. International competitive bidding will be conducted in accordance with ADB's Single-Stage: One-Envelope bidding procedure and is open to all bidders from eligible countries.
5. To obtain further information and inspect the bidding document, bidders should contact the following address from 10 September 2007 between 8:30-11:30 and 13:30-16:30 (Beijing time) during weekdays:

6. To obtain the bidding document in English, eligible bidders should:
- submit a written application to the Procurement Agent's address above
- pay a non-refundable fee of RMB2,000 or US$260 by cash or cashier's check.
The Procurement Agent will send the Bidding Document by courier. The Purchaser accepts no liability for loss or late delivery.
7. Bidders shall submit their bids:
- to the Meeting Room at the Purchaser's address below
- on or before the deadline: 10:00 am on 22 October 2007. Late bids will be rejected.
- together with a Bid Security of not less than 2% of the total bid price.

8. The Purchaser and the Procurement Agent will not be responsible for bidders' expenses associated with preparing and delivering bids.
9. When comparing Bids, ADB's Domestic Preference Scheme will be applied in accordance with the provisions stipulated in the Bidding Document.
