1. This Invitation for Bids follows the General Procurement Notice for this project that appeared in the ADB Business Opportunities on 28 November 2006.

2. The People's Republic of China has applied for a loan from the Asian Development Bank towards the cost of Anhui Hefei Urban Environmental Project. Part of this loan will be used for payments under the contract named above.

3. CNCCC International Tendering Co. Ltd., the authorized Procurement Agent of Hefei Construction Investment and Holding Co., Ltd, the Employer, now invites sealed bids from eligible bidders for the procurement of Factory Mechanical, Electrical Appliances and Instruments for Wangtang Wastewater Treatment Plant.

  • Integrator of Sludge Thickening and Dewatering
  • Pumps
  • Vertical Turbine Mixer
  • Mechanical Stirrer
  • Biologic Deodorization Instruments
  • Chemical-Adding Instruments
  • Electrical Switch Cabinet

4. International Competitive Bidding will be conducted in accordance with ADB's Single-Stage: One-Envelope Bidding Procedure and is open to all bidders from eligible source countries of ADB.

5. Interested eligible bidders may obtain further information and inspect the Bidding Document at the following address starting 1 April 2008:

6. To purchase the Bidding Document in English, bidders should:

  • visit the office of the CNCCC International Tendering Co. Ltd., at the address indicated above and pay a nonrefundable fee of CNY 2,500 or USD300 in cash;
           or
  • request for delivery by sending a written application to CNCCC International Tendering Co. Ltd., at the address indicated above. The application must include a cashier's check of CNY 2,700 for domestic delivery or USD350 for overseas delivery, or evidence of direct deposit to the Procurement Agent's account number 8884292000118, Shanghai Pudong Development Bank Beijing Branch Anhuaqiao Sub-branch. The document will be sent by courier. No liability will be accepted for loss or late delivery.

7. Bids must be delivered:

  • to Hefei Tendering Center at the address below
  • on or before 9:00 am on 16 May 2008. Late bids shall be rejected

All bids must be accompanied by a Bid Security of not less than 2% of the total Bid Price.

8. Bids will be opened immediately thereafter in the presence of the bidders' representatives who choose to attend at the following address.

9. The Employer and the Procurement Agent will not be responsible for any costs or expenses incurred by the Bidders in connection with the preparation or delivery of bids.

10. In the comparison of Bids, ADB's Domestic Preference Scheme will be applied in accordance with the provisions stipulated in the Bidding Document.
