1. The People's Republic of China has received a loan from the Asian Development Bank (ADB) towards the cost of Jilin Urban Environmental Improvement Project. Part of the proceeds of this loan will be used for payments under the contract named above. Bidding is open to bidders from eligible source countries of ADB.
2. China National Machinery Import & Export Corporation (CMC) (the Procurement Agent), authorized by Changchun Municipal Liya Environmental Sanitation and Infrastructure Construction Limited Company (the Purchaser) to act for and on its behalf, invites sealed bids from eligible bidders for the construction and completion of Supply of Liner system for Supply and Installation of GCL, HDPE Geomembrane, filament non-woven geotextile.
3. The eligible bidders should have performed as the Seller of at least 3 contracts of Liner System, the contract amount of one of the contracts shall be not less than CNY 30 million or equivalent and should provide an organizational chart indicating the name, title and position of each person involved in the erection, construction and commissioning of the contract equipments and materials. The completion period will be within 2 months after the contract becomes effective.
Changchun Domestic Waste Treatment Plant, named Mogugou, is located in the eastern suburbs, 6.5 kms to South of the Jichang south line 14 kms, 5 kms to Quannongshan town, 35 kms to the city center. The plant lies in downwind of the dominant wind direction. The tendering contents of this bid is as follows:
- Lining System: Supply and Installation of GCL, HDPE geomembrane, filament non-woven geotextile.
- Leachate Drainage System: Supply of Leachate conducting liner: Tri-planer Geonet, HDPE pipe. Horizontal anti-percolation gravel drainage liner.
- Gas venting and anti-explosion system: Supply of Venting well.
4. International Competitive Bidding will be conducted in accordance with ADB's Single-Stage: One-Envelope Bidding Procedure .
5. To obtain further information and inspect the Bidding Document, bidders should contact the following from 9:00 to 16:00 from 30 June to 7 August 2009.

6. To purchase the Bidding Document in English, eligible bidders should:
- visit the office of CMC at the address indicated above and pay a non-refundable fee of RMB 1,000 or US$150 in cash;
or
- Request for delivery by sending a written application to the office of CMC at the address indicated above. The application must include a cashier's check of RMB 1,100 (local delivery) or US$160 (for overseas delivery). The document will be sent by courier. No liability will be accepted for loss or late delivery.
7. Delivered your bid:
- to the address above;
- On or before 9:00 am (Beijing Time) on 11 August 2009.
- Together with a Bid Security of 300,000 CNY or an equivalent amount in a freely convertible currency.
Bids will be opened immediately after the deadline in the presence of the bidders' representatives who choose to attend.
8. The Purchaser and CMC will not be responsible for any costs or expenses incurred by Bidders in connection with the preparation or delivery of Bids.
9. When comparing of Bids, ADB's Domestic Preference Scheme will be applied in accordance with the provisions stipulated in the Bidding Document.
