1.    The People's Republic of China has received a loan from the Asian Development Bank (ADB) towards the cost of the Jilin Urban Environmental Improvement Project and it intends to apply part of the proceeds of this loan to eligible payments under the contract for which this Invitation for Bids is issued.

2.   Instrimpex International Tendering Corporation (CNIITC), the authorized Procurement Agent of Yanji Water Supply Co., Ltd the Purchaser, invites sealed bids from eligible bidders from member countries of ADB for the Procurement and correlative Service of water distribution network centrifugal ductile iron pipe and pipe fittings. Delivery will be made after 60 days from contract effectiveness.

The Procurement includes three packages; the bidder can choose any one or more of the following packages. The procurement is mainly for:

  1. Package No. 1: Centrifugal ductile iron pipes (DN800) with the length of 3108 meters, centrifugal ductile iron pipes (DN700) with the length of 650 meters and other centrifugal ductile iron pipes and the correlated pipe fittings;
  2. Package No. 2: Centrifugal ductile iron pipes (DN1000) with the length of 3000 meters and the correlated pipe fittings;
  3. Package No. 3: Centrifugal ductile iron pipes (DN1000) with the length of 3555 meters and the correlated pipe fittings.

The bidder must be a legally established pipe manufacturer, and its annual output should no less than three hundred thousand tons. (Details and specifications are provided in the Bidding Document).

3.    International Competitive Bidding will be conducted in accordance with ADB's Single-Stage: One-Envelope Bidding Procedure and is open to all bidders from eligible source countries.

4.    To obtain further information and inspect the Bidding Document, interested eligible bidders should contact the following address between 8:30-11:30 and 13:00-16:00 (Beijing Time) from 11 August 2009 to 22 September 2009 during workdays.

5.    To purchase the Bidding Document bidders should:

  1. Visit the Bidding Document Sales Room at the address indicated above and pay a non-refundable fee of RMB1,500 or US$ 220 in cash for each package;
    Or
  2. Request for delivery by sending a written application to the CNIITC at the address indicated above and pay a non-refundable fee of RMB1,650 (domestic delivery) or US$240 (overseas delivery). The mode of payment will be by cashier's check or direct deposit to Account No. 110060239018002343611 at the Bank of Communications Beijing Branch, Swift Code: Commcnshabjg. The document will be sent by courier. No liability will be accepted for loss or late delivery.

6.    Bid must be delivered:

  • to the meeting room of the CNIITC at the address indicated above;
  • on or before 9:00 a.m. (Beijing Time) on 23 September 2009. Late bids will be rejected.
  • Together with a Bid Security with an amount no less than 2% of Bid price in a freely convertible currency.

7.    Bids will be opened immediately after the deadline at the address above in the presence of the bidders' representatives who choose to attend.

8.    CNIITC and the Purchaser will not be responsible for any costs or expenses incurred by Bidders in connection with the preparation or delivery of Bids.
