Loan No. 2395-PRC: Henan Sustainable Agriculture and Productivity Improvement Project
The People's Republic of China (PRC) has received a loan of $66.7 million from the Asian Development Bank to help finance the cost of the Henan Sustainable Agriculture and Productivity Improvement Project.
The impact of the Project is increased adoption of sustainable crop and farm management practices in the cultivation of fruit tree crops in the Sanmenxia area. The outcome of the Project that will facilitate more sustainable agriculture is increased farm and agroenterprise productivity and incomes in the fruit production and processing subsector in the Sanmenxia area.
The Project will adopt a farm-to-market approach that creates value for poor farmers, local agro-enterprises, and consumers. Project outputs comprise (i) farm productivity improvement, (ii) expansion of processing capacity of agro-enterprises, (iii) improved and more accessible agribusiness support services, and (iv) strengthened project management. The Project will cover 30 townships, 215 villages, and about 249,660 farmers from 66,200 households.
The proceeds from the ADB loan are intended to be used for the procurement of the following:
- procurement of goods such as farm equipment, farm inputs, processing equipment, and office equipment;
- procurement of civil works for land preparation and irrigation infrastructure, and processing plant; and
- recruitment of consulting firms and individuals to carry out specific terms of reference for (a) training, study tours and gender awareness for PMO and agriculture bureau extension staff and key farmers, and (b) PPMS design and implementation. The Project will require 77.7 person-months of consulting services, comprising 10 person-months of international and 67.7 person-months of national expertise. The quality and cost-based selection (80:20) selection method will be used and the shortlisted firms will be required to submit biodata technical proposals for contract budgets of $200,000 and above.
All goods and services to be financed from the ADB loan proceeds will be carried out in accordance with ADB's Procurement Guidelines and ADB's Guidelines on the Use of Consultants.
