Loan No. 2407-PRC: Gansu Baiyin Urban Development Project

The People's Republic of China has received a loan from Asian Development Bank (ADB) to help finance the cost of the Gansu Baiyin Urban Development Project.

The Project will provide support to facilitate the economic transformation in Baiyin by strengthening the urban services and infrastructures, and promoting capacity development. The Project has five components: (i) Southern Baiyin Infrastructure, (ii) Baiyin Road Improvements, (iii) Pingchuan Road Improvements, (iv) Baiyin District Heating Services, and (v) Capacity Development and Institutional Strengthening. The Project is consistent with ADB's Urban Sector Strategy and the strategic focus of ADB operation in PRC as identified and discussed with the Government during the ongoing country partnership strategy consultation process. All the investment components under the project are designed in accordance with the Baiyin Urban Development Master Plan (2001-2020) endorsed by the Baiyin People's Congress.

The proceeds of the loan are intended to be used for the procurement of the following:

  1. through international competitive bidding:
    • Southern Baiyin Infrastructure 2 - Works;
    • Baiyin Road 1 - Works;
    • Baiyin Road 3 -Works;
    • Boilers - Goods;
    • Boiler House Auxiliary - Goods; and
    • Heat Exchange Station - Goods.
  2. through national competitive bidding procedures:
    • Earthwork - Works;
    • Southern Baiyin Infrastructure 1 - Works;
    • Pingchuan Road 1 - Works;
    • Pingchuan Road 2 - Works;
    • Baiyin Road Maintenance Equipment - Goods; and
    • Pipe and Power Lines - Works.
  3. Consulting Services - Quality and Cost-Based Selection Method
