1.   The People's Republic of China has received a loan from the Asian Development Bank (ADB) towards the cost of the Songhua River Basin Water Pollution Control and Management Project of which Subproject: Procurement of processing equipment of Harbin City Xinyigou District Waste Water Treatment Plant (WWTP) is a subcomponent, and it is intended that part of the proceeds of this loan will be applied to eligible payments under the contract for which this Invitation for Bids is issued.

2.    This Invitation for Bids follows the General Procurement Notice for this project that appeared in the ADB Business Opportunities on 2 September 2008.

3.   International competitive bidding will be conducted in accordance with ADB's Single-Stage: One-Envelope bidding procedure and is open to all Bidders from eligible source countries.

4.   China International Tendering Company and Heilongjiang Guolu Tendering Co., Ltd. (the Procurement Agent), authorized by Harbin Inland River Construction Development Co., Ltd. (the "Purchaser") to act on its behalf, now invites sealed bids from eligible bidders for the Contract for the supply of the equipment and technical service of the following Package under this Project in way of International Competitive Bidding (ICB):

Contract Content: Procurement of processing equipment ?3679 sets?of Harbin City Xinyigou District Waste Water Treatment Plant (WWTP). The required delivery site is Construction Site of Harbin City Xinyigou District Waste Water Treatment Plant.

5.    Interested eligible bidders may obtain further information from and inspect the bidding documents at the office of Heilongjiang Guolu Tendering Co., Ltd. at the address below, between 9:30-11:30am and 2:00-4:00pm (Beijing time), starting on 29 March 2010 (except on Saturdays, Sundays and holidays).

6.    The Bidding Documents, in the English language, may be purchased by interested Bidders from Heilongjiang Guolu Tendering Co., Ltd. between 9:30-11:30am and 2:00-4:00pm (Beijing time) at the address below, starting on 29 March 2010 (except on Saturdays, Sundays and holidays), upon non-refundable payment of RMB 2000 (or USD 300) for each complete set of bidding documents per lot (including drawings) for each IFB. The method of payment will be by cash or telegraphic transfer. The document will be sent by mail or may be picked up at the office of Heilongjiang Guolu Tendering Co., Ltd. at the option of the bidder.

7.   Bids must be delivered to the office of Heilongjiang Guolu Tendering Co., Ltd. at the address below on or before 10:00 a.m. (Beijing Time) on 10 May 2010. All bids must be accompanied by a bid security for an amount of not less than 2 percent of the Total Bid Price. Late bids shall be rejected.

8.   Bids will be opened in the presence of bidders' representatives who choose to attend at the office of Heilongjiang Guolu Tendering Co., Ltd. at the address below at 10:00 a.m. (Beijing Time) on 10 May 2010.

9.   The Purchaser and the Procurement Agent will not be responsible for any costs or expenses incurred by the Bidders in connection with the preparation or delivery of Bids.
