1.    The People's Republic of China has received a loan from the Asian Development Bank (ADB) towards the cost of Guangxi Wuzhou Urban Development Project, and it is intended that part of the proceeds of this loan will be used for payments under Contracts of Road #36 and 37 in Hongling. Bidding is open to interested bidders from eligible source countries of the ADB. Bidding adopts a Post-qualification bidding procedure as defined in the ADB Procurement Guidelines.

2.    China International Tendering Company (ITC), authorized by Dongtai State Asset Operations Corporation Limited (Employer) to act for and on its behalf, now invites sealed bids from interested eligible bidders for the construction and completion for Road #36 and 37 in Hongling with main alignment of 5264.115m. The completion period will be within 365 days after the contract becomes effective.

  • The domestic bidders and the domestic bidders who associate with foreign bidders as Joint Ventures should have a Valid First Class or above municipal construction qualification certificate.
  • The bidders' minimum average annual construction turnover, calculated as total certified payments received for contracts in progress or completed, within the last three (3) years should reach 34.00 million USD or 230.00 million RMB.
  • The bidders' participation as contractor, management contractor, or subcontractor, within the last six (6) years should have at least two (2) contracts, each with a value of at least US$ 13.00 million or RMB 88.40 million that have been successfully or are substantially completed within 12 months, and that are similar to the proposed works. The similarity shall be based on the physical size, complexity, methods, technology or other characteristics as described in Section 6 (Employer's Requirements).

3.    Bidders may obtain further information from China International Tendering Company, inspect and acquire the bidding documents, at the address given below, between 8:30-11:30 and 13:30-16:00 (Beijing time) starting on 11 March 2010.

4.    International Competitive Bidding will be conducted in accordance with ADB's Single-Stage: One-Envelope Bidding Procedure.

5.    To purchase the complete set of bidding document in English, bidders should:

  1. visit the office of ITC at the address indicated above and pay a non-refundable fee of CNY 2,000 or US$ 290 in cash, check or directly deposit to the following account:

  2. request for delivery by sending a written application to ITC at the address indicated above. The application must include a cashier's check of CNY 2,100 for local delivery or CNY 2,200 or US$320 for overseas delivery. The document will be sent by courier. No liability will be accepted for loss or late delivery.

6.    Bids must be delivered together with a Bid Security of not less than 2% of the total bid price.

Bids will be opened immediately after the above deadline in the presence of bidders' representatives who choose to attend.

7.    When comparing Bids, ADB's Domestic Preference Scheme will not be applied in accordance with the provisions stipulated in the Bidding Document.

8.    The Procurement Agent and the Employer will not be responsible for any costs or expenses incurred by bidders in the preparation or delivery of bids.
