SAM: Proposed Power Sector Expansion Project
The Independent State of Samoa (SAM) has applied for a loan and grant from the Asian Development Bank (ADB) towards the cost of the Power Sector Expansion Project. The Project will support the Government's overarching objective of providing sustainable and reliable electricity services to all consumers at affordable prices. To achieve this objective, the Project will help the Electric Power Corporation to improve the quality and reliability and cost-effectiveness of power supply.
The Project's investment components comprise:
- Component A-Hospital Feeder Upgrading Project (Stage 1);
- Component B-Single and 3-Phase Prepayment Metering project;
- Component C-Candidate Subprojects; and
- Component D-Project Management.
Procurement
The equipment, materials, and works financed by the proceeds of the ADB loan and grant, JBIC loan, and Government of Australia grant will be procured in accordance with ADB's Procurement Guidelines (2007, as amended from time to time). ADB's bid documents will be used for procuring ADB, JBIC, and Government of Australia financed goods and services. Requirement of environmental monitoring and management plans (EMMP) will be reflected in all civil works bid and contract documents.
Consulting Services
Consulting services will be required for:
- project management,
- preparation of candidate subprojects,
- construction supervision, and
- contract management.
