1. This invitation for bids follows the general procurement notice for this Project that appeared in ADB Business Opportunities on 11 October 2007.
2. The Government of Samoa has received a loan from the Asian Development Bank (ADB) towards the cost of the Samoa Power Sector Expansion Project. This loan is jointly financed by the Japan International Cooperation Agency and a grant by the government of Australia through AusAID. Part of this loan will be used for payments under the contracts named above. The eligibility rules and procedures of ADB will govern the bidding process.
3. There is one Tender Lot for reconductoring of Puapua-Asau feeder in Savaii. Bidders wishing to offer discounts will be allowed to do so, provided those discounts are included in the Letter of Bid.
4. The Government of Samoa (the Employer) invites sealed bids from eligible national and international bidders for the supply of Works and related services for the construction of Puapua-Asau Transmission Line 22kV Reconductoring. The Works and related services involve removing of the existing conductors and replacing with wasp conductor and replacing of rotten power poles.
5. Eligible bidders will have to meet the minimum qualification criteria specified in the tender document including but not limited to Average Annual Construction Turn Over and Specific Construction Experience - Contracts of Similar Size and Nature.
6. National Competitive Bidding will be conducted in accordance with ADB's Single-Stage: One-Envelope Bidding Procedure.

8. To purchase the Bidding Document in English, eligible bidders should:
- Pay a non-refundable fee of SAT$300 in cashier's check or in telegraphic transfer to an account which will be released to only those who requested;
- The electronic copy of the tender document will be sent by email. No liability will be accepted for loss or late delivery.
9. Deliver your bid:
- to the address below;
- on or before 2:00pm on 26 October 2009. Late bids will not be accepted.
- Together with a Bid Security of 2% of the bid price in Samoan Tala (SAT$).
