1. This invitation for bids follows the general procurement notice for this Project that appeared in ADB's Business Opportunities on 11 October 2007.
2. The Government of Samoa has received a loan from the Asian Development Bank (ADB) towards the cost of the Samoa Power Sector Expansion Project. This loan is jointly financed by the Japan International Cooperation Agency (JICA Loan 8232/SAM-P4) and a grant by the government of Australia through AusAID (Grant AUS 0101). Part of this loan will be used for payments under the contracts named above. Bidding is open to bidders from eligible source countries of ADB. The eligibility rules and procedures of the ADB will govern the bidding process.
3. The Government of Samoa (the Employer) now invites sealed bids from eligible bidders for the supply of Power Line Materials and Related Equipment for the Hospital Feeder Upgrading Stage 2 and 22kV Overhead Conductor Upgrading.
4. International Competitive Bidding (ICB) will be conducted in accordance with ADB's Single-Stage: One-Envelope Bidding Procedure.

6. To purchase the bidding documents in English, eligible bidders should:
- visit the office of the EPC Project Management Unit at the address indicated above and pay a non-refundable fee of USD300.00 in cash,
or
- request for delivery by sending an email to the EPC Project Management Unit at the address indicated above. The application must include a cashier's check or telegraphic transfer of USD300.00 to an account which will be released only to those who requested for it.
