1. The Democratic Socialist Republic of Sri Lanka will apply a loan from different commercial lenders towards the cost of the Balance Works and Four Lane Widening of South Section from Pinnaduwa to Matara Project. The Asian Development Bank (ADB) is considering providing a guarantee to the lenders. Part of this loan will be used for payments under the contract named above. Bidding is open to bidders from eligible source countries of ADB.
2. The Secretary, Ministry of Highways and Road Development (MOHRD), on behalf of the Cabinet Appointed Procurement Committee (CAPC) invites sealed bids from eligible bidders for the Construction and Completion of Balance Works and Four Lane Widening of South Section from Pinnaduwa to Godagama (30+800km - 61+050 km) and Balance Works of Galle Port Access Road of Southern Transport Development Project.
3. International Competitive Bidding will be conducted in accordance with ADB's Single-Stage: Two-Envelope Bidding Procedure .
4. The bid will comprise the documentation necessary for the evaluation of eligibility and qualification as well as the financial bid submitted separately in sealed envelopes. Envelope A - Technical Proposal containing information regarding eligibility, qualification and other technical aspects will be opened first and evaluation of bidder's qualification to bid will be carried out. Envelope B containing the Financial Proposal of the bidders who are successful in the above evaluation for qualification, only will be opened for further evaluation.
5. Bidders' qualification will be assessed on the following pass/fail criteria.
A. Financial
- Submission of Audited Balance Sheets or, if not required by the law of the Bidder's country, other financial statements acceptable to the Employer, for the last five years to demonstrate the current soundness of the Bidders financial position and its prospective long-term profitability. To fulfill this requirement the bidder will have to show a positive average Net Worth for the last five years.
- Minimum Average Annual Construction Turnover of US$ 150 million calculated as total certified payments received for contracts in progress or completed, within the last three years.
- The Bidder must demonstrate access to, or availability of, financial resources such as liquid assets, unencumbered real assets, lines of credit, and other financial means, other than any contractual advance payments to meet the cash-flow requirement, sufficient to fund US$ 25 million, and the overall cash flow requirements for this contract and its current works commitment.
B. Construction Experience
- Experience under construction contracts in the role of contractor, subcontractor, or management contractor for at least the last ten years prior to the applications submission deadline.
- Specific Construction experience. Participation as a contractor, management contractor, or subcontractor, in at least 1 contract within the last 7 years, with a value of at least US$ 120 million that have been successfully or are substantially completed and that are similar to the proposed works. The similarity shall be based on the physical size, complexity, methods, technology or other characteristics.
- Experience Key construction activities . For the above or other contracts executed during the last 7 years, a minimum construction experience in the following key activities:
- Earth Works - 150,000 m3 / month
- Concrete Works - 2,500 m3 / month
- Asphalt Work - 15,000 T / month
- Rock Blasting Work - 10,000 m3 / month
- Aggregate Base Course Work - 15,000 m3 / month
C. Pending Litigation
All pending litigation shall be treated as resolved against the Bidder and so shall in total not represent more than 50% of the Bidder's net worth.
D. Personnel
The Bidder must demonstrate that it has the personnel for the key positions that meet the following requirements:

E. Key Equipments
The Bidder must demonstrate availability of the key equipment listed below and must submit with its bid Certificate of Ownership/Lease agreements with reputed financial institution for each of the following:

7. To purchase the bidding documents in English, eligible bidders should:
- visit the office of Road Development Authority at the address indicated above and pay a nonrefundable fee of Sri Lankan Rupees 25,000 in cash,
or
- request for delivery by sending a written application to Road Development Authority at the address indicated above. The application must include a cashier's check for the cost of Bidding Document plus courier fee. The document will be sent by courier. No liability will be accepted for loss or late delivery.
8. Bids must be delivered:
- on or before 2:00 pm on 17 August 2009
- to the following address;

Battaramulla, Sri Lanka - together with a Bid Security of Sri Lankan Rupees 200 million or an equivalent amount in a freely convertible currency, valid for 148 days. (Bid Security should be valid from 17 August 2009 to 15 January 2010).
9. Bids (Technical Proposals only) will be opened immediately after the deadline in the presence of bidders' representatives who choose to attend.
10. Road Development Authority or MOHRD will not be responsible for any costs or expenses incurred by bidders in connection with the preparation or delivery of bids.
