1.    This Invitation for Bids follows the General Procurement Notice for this project that appeared in the ADB Business Opportunities issue of December 2004.

2.    The Democratic Socialist Republic of Sri Lanka has received a loan and grant from the Asian Development Bank (ADB) towards the cost of Conflict Affected Areas Rehabilitation Project and it intends to apply part of the proceeds of this loan and grant to payments under the contract for supply and Delivery of Transformers.

3.    The Ceylon Electricity Board invites sealed Bids from eligible bidders for the following single package :

4.    International Competitive Bidding will be conducted in accordance with ADB's Single-Stage: One-Envelope Bidding Procedure and is open to all Bidders from eligible source countries of ADB.

5.    To obtain further information and inspect the Bidding Document, interested eligible bidders should contract the Deputy General Manager (RE Projects & Procurement) at the address below from 09:00 to 15:00 hours until 21 July 2009.

6.    To purchase the Bidding Documents in English, eligible bidders should:

  1. visit the office of Deputy General Manager (RE Projects & Procurement) at the address indicated below and pay a nonrefundable fee of Rs. 3,000 or US$ 30 in cash/ money order or Bank Draft drawn in favour of the Ceylon Electricity Board;
    or
  2. request for delivery by sending a written application to the Deputy General Manager (RE Projects & Procurement) at the address indicated below. The application must include a money order or bank draft drawn in favour of the Ceylon Electricity Board amounting to Rs. 8,000 for local delivery or US$ 80 for overseas delivery. The document will be sent by courier. No liability will be accepted for loss or late delivery.

7.    Bids must be delivered to:

  • the address below;
  • on or before 10:00 a.m. on 22 July 2009; Late Bids shall be rejected.
  • together with a Bid Security as mentioned in the table above.

Bids will be opened immediate after the deadline in the presence of the Bidders' or their authorized representatives who choose to attend at the bid opening at the address below.

8.    The Ceylon Electricity Board will not be responsible for any costs or expenses incurred by Bidders in connection with the preparation and delivery of Bids.

9.    In the comparison of Bids, ADB's Domestic Preference Scheme will Not apply.
