1. The Republic of Tajikistan has received an additional Grant from the Asian Development Bank (ADB) towards the cost of Dushanbe-Kyrgyz Border Road Rehabilitation Project, Phase II - Supplementary and it is intended that part of the proceeds of this Grant will be applied to eligible payments under the contract named above. Bidding is open to all bidders from eligible source countries of ADB.
2. The Ministry of Transport and Communications of the Republic of Tajikistan (the Employer) invites sealed bids from eligible bidders for the rehabilitation of the existing road from Obigarm to Nurabad Km 95-140 covering design and construction works.
3. In particular, the works consist of rehabilitation/reconstruction works to the existing road including base course, pavement of cool asphalt, earthworks, drainage works and culverts.
Details and specifications are provided in the Bidding Document.
4. International competitive bidding will be conducted in accordance with ADB's Single-Stage: One Envelope Bidding Procedure .
5. The Bidder, either as a single entity or joint venture, shall meet all the qualification criteria set forth below. A pass-fail method shall be applied in the evaluation of bidder's qualifications:
- Average annual turnover should be at least US$ 6.5 million within the last 3years;
- Cash flow requirements of US$ 2.5 million no more than four months;
- General construction experience of at least 3 years;
- Specific construction experience either as a contractor, management contractor or subcontractor in at least 3 contracts within the last 3 years, each with a value of at least US$ 6.5 million.

7. To purchase the complete set of Bidding Document in English, bidders should:
- visit the office of Project Implementation Unit of MOTC at the address indicated above and pay a non-refundable fee of US$ 250 by cash or Bank Draft in favor of Ministry of Transport and Communications of the Republic of Tajikistan;
or
- request for delivery by sending a written application Project Implementation Unit of MOTC at the address indicated above and pay a non-refundable fee of US$250 (local delivery) or US$300 (overseas delivery) by Bank Draft in favor of Ministry of Transport and Communications of the Republic of Tajikistan. The document will be sent by courier service. No liability will be accepted for loss or late delivery.
8. Bids must be delivered:
- on or before 10:00 hrs (local time) on 10 December 2009. Late bids will not be accepted.
- to the address indicated above
Bids will be opened immediately after the deadline in the presence of bidders' representatives who choose to attend.
9. All bids must be accompanied by a Bid Security of US$ 160,000 or an equivalent amount in a freely convertible currency. The date for the exchange rate to be applied for determining the equivalent amount is 28 days prior to the bid opening.
10. MOTC will not be responsible for any costs or expenses incurred by Bidders in connection with the preparation or delivery of Bids.
