1.    The Republic of Uzbekistan has received a loan from the Asian Development Bank ("ADB") towards the cost of the Land Improvement Project. Part of this loan will be used for payments under the contract named above.

2.    The Rural Restructuring Agency ("the Employer") of the Ministry of Agriculture and Water Resources, of the Republic of Uzbekistan now invites sealed Bids from the eligible Bidders for the construction and completion of:

Bidders shall have the option of submitting Bids for one, any combination, or all of the contracts.

3.    National Competitive Bidding (ICB) will be conducted in accordance with ADB's Single-Stage: One-Envelope Bidding Procedure and is open to all bidders from eligible source countries of ADB.

4.    Only eligible bidders with the following key qualifications should participate in this bidding:

  1. The Bidder must demonstrate access to, or availability of, financial resources such as liquid assets, unencumbered real assets, lines of credit, and other financial means, other than any contractual advance payments, to meet the following financial requirements of the contract:

    • UZS 350 million for contract LIP/W/NCB/01
    • UZS 400 million for contract LIP/W/NCB/02
    • UZS 400 million for contract LIP/W/NCB/03

  2. The Bidder must have a minimum average annual construction turnover of:

    • UZS 500 million for contract LIP/W/NCB/01
    • UZS 600 million for contract LIP/W/NCB/02
    • UZS 600 million for contract LIP/W/NCB/03

    calculated as total certified payments received for contracts in progress or completed, within the last 3 years

  3. Participation as contractor, management contractor, or subcontractor in at least 3 contracts within the last 5 years, each with a value of at least:

    • UZS 350 million for contract LIP/W/NCB/01
    • UZS 400 million for contract LIP/W/NCB/02
    • UZS 400 million for contract LIP/W/NCB/03

  4. The Bidder shall have construction experience in completion of bulk earthworks production of at least:

    • 350,000 m3 within one year for contract LIP/W/NCB/01
    • 450,000 m3 within one year for contract LIP/W/NCB/02
    • 400,000 m3 within one year for contract LIP/W/NCB/03

  5. The Bidder shall have construction experience in completion of concrete works production of at least:

    • 2,000 m3 within a one year period for contract LIP/W/NCB/01
    • 3,500 m3 within a one year period for contract LIP/W/NCB/02
    • 5,000 m3 within a one year period for contract LIP/W/NCB/03

5.    The works primarily comprise (i) Land Leveling, Soil Leeching and Deep Ripping (ii) Rehabilitation and Construction of On farm and Inter-farm irrigation structures, (iii) Cleaning and Sediment Removal of existing Surface Drainage Channels, and (iv) Sub-Surface Closed Drainage Construction and/or Rehabilitation (v) Repair and Rehabilitation of Canals.

7.    To purchase the bidding documents, eligible bidders should:

  1. Write to the address above requesting bid document set for one or more of the above contracts
  2. Pay a non-refundable fee of UZS 200,000 or an equivalent in freely convertible currency by direct deposit to the account numbered below for bid documents for each contract requested:

8.    Bids must be delivered:

  1. to the address above;
  2. on or before the deadline: 09 February 2010, 11.00 a.m. (Tashkent time). Late bids will not be accepted.
  3. together with a Bid Security for each contract in the amounts and currency specified below:

    • UZS 25,000,000 for contract LIP/W/NCB/01
    • UZS 33,000,000 for contract LIP/W/NCB/02
    • UZS 33,000,000 for contract LIP/W/NCB/03

Bids will be opened immediately after the deadline in the presence of bidders' representatives who chose to attend.
