1.    This Invitation for Bids follows the General Procurement Notice for this project that appeared in the ADB Business Opportunities on 11 January 2006.

2.    The Socialist Republic of Viet Nam has received a loan from the Asian Development Bank (ADB) towards the cost of Northern Power Transmission Expansion Sector Project, and it intends to apply part of the proceeds of this loan to payments under the contract for the construction of foundation, house, embankment, drainage, ditches, leveling works, erection of steel tower, beams and tower processing and galvanize for Hiep Hoa 500kV substation.

3.    Viet Nam Electricity (EVN)/National Power Transmission Corporation (NPT)/Central Vietnam Power Projects Management Board (CPPMB) (the Purchaser) now invites sealed bids from eligible bidders for Package 7: Construction of Hiep Hoa 500kV Substation.

4.    Bidders are required to submit Certificates of End Users showing satisfactory experience during the last 5 years (from 2004-2008, inclusive) in the execution of at least 1 construction and installation contract of a 500kV substation with a minimum contract value of VND 85 billion or USD 5.37 million for single Bidders. For Joint Ventures (J.V) wherein all members are jointly and severally liable, the JV should demonstrate that they meet a minimum contract value of VND 85 billion or USD 5.37 million, where one member must justifiably meet VND 47 billion or USD 2.95 million, and other members qualify for minimum VND 21 billion or USD 1.43 million). Average annual construction turnover (converted into US$ Dollars) of the bidder for the last three years (2005-2008) should at least be equal to VND 213 billion or USD 13.43 million. Bidders should demonstrate access to, or availability of, financial resource such as liquid assets, unencumbered real assets, line of credit, other financial means, other than any contractual advance payments to meet the required minimum cash flow requirement of US$1 million plus the overall cash flow requirement for this contract and any other current work commitment in period of six months. Bidders are required to submit financial statements over the last three years which have been certified by an independent and authorized public auditor.

5.    International competitive bidding will be conducted in accordance with ADB's Single-Stage: One-Envelope Bidding Procedure and is open to all the bidders from eligible countries.

6.    Interested eligible Bidders may obtain further information and inspect the Bidding Document at the following address, from 08:00 AM to 16:00 PM Ha Noi time from 22 July 2009 to 3 September, 2009 (except weekends and holidays).

7.    To purchase the Bidding documents in English, bidders should:

  • Submit a written application to the above address requesting for Package 7: Construction of Hiep Hoa 500kV substation;
  • Pay a nonrefundable fee of US$200 or VND 3,400,000 by cash or bank draft or check to Account No. 561 1000000 1224 at the Bank for Ivestment and Development of Vietnam, in Da Nang brach, address 90 Nguyen Chi Thanh Street;
  • The bidding document may be sent by courier at the request of the bidder for an additional fee of US$20 or VND 300,000. No liability will be accepted for loss or late delivery.

8.    Bidders shall submit their bids:

  • To the addess above;
  • On or before 09:00 a.m 3 September 2009. Late bids will be rejected.
  • Together with a Bid Security of USD 100,000.

9.    The Puchaser will not be responsible for any cost or expenses incurred in the preparation and delivery of bids.

10.    Bids will be opened immediately after the deadline in the presence of bidders' representative who choose to attend at the address above.

11.    When comparing Bids, ADB's Domestic Preference Scheme will be applied in accordance with provisions stipulated in the Bidding Document.
