1. This invitation for Bids follows the General Procurement Notice for this project that appeared in the ADB Business Opportunities on 11 January 2006.
2. The Socialist Republic of Viet Nam has received a loan from the Asian Development Bank (ADB) towards the cost of Northern Power Transmission Expansion Sector Project, and it intends to apply part of the proceeds of this loan to payments under the contract for the supply of materials and equipment for 500kV Son La - Hiep Hoa Transmission Line Subproject.
3. Vietnam Electricity (EVN)/ National Power Transmission Corporation (NPT)/ Northern Vietnam Power Project Management Board (NPPMB) (the Purchaser) now invites sealed Bids from eligible bidders for the supply of materials and equipment for the above project with the following packages:
- Package 1: Supply of Conductors and Earth wires with the following lots:
- Package 1, lot 1.1: Supply and transportation of Conductors and Earthwires for section 1 (from Start point to G30). The length of route for section 1 is 64.851km.
- Package 1, lot 1.2: Supply and transportation of Conductors and Earthwires for section 2 (from G30 to G65). The length of route for section 2 is 65.142km.
- Package 1, lot 1.3: Supply and transportation of Conductors and Earthwires for section 3 (from G68 to G86). The length of route for section 3 is 69.513km.
- Package 1, lot 1.4: Supply and transportation of Conductors and Earthwires for section 4 (from G86 to End point). The length of route for section 3 is 68.959km.
- Package 3: supply of Insulators, Fittings and Accessories with the following description: Supply or Toughened glass or porcelain insulators, breaking strength 70kN, 160kN, 210kN, 300kN (IEC standards) for two-circuit 500kV transmission line, length 268.465km.
Bidders have the option to bid for one, a combination of two or three lots, or all four lots.
4. International competitive bidding will be conducted in accordance with ADB's Single-Stage: One-Envelope and is opened to all bidders from eligible countries.
5. Bidders are required to have satisfactory experience in the execution of similar contracts for separate packages as follows:
- Package 1: For each lot, Bidders are required to have satisfactory experience in the execution of 2 similar supply/manufacturing contracts each with a value of at least US$ 5.5 million within the last 5 years, that have been successfully or are substantially completed and that are similar to the proposed works. Contract similarity shall be based on the physical size, complexity, methods, technology. Bidder shall have minimum average annual turnover of at least US$ 18,000,000 for each lot calculated as total certified payments received for contracts in progress or completed, within the last 3 years. The Manufacturers of the offered goods have had at least 5 years of experience in manufacturing Conductors and Earth-wires for transmission lines of 220kV or above and have at least 2 records of commercial safety operation of at least 2 years, in the manufacture of 220kV (or above) conductors having a minimum 200km (Certificates from end-users are required as proof), for each lot.
- Package 3: Bidders are required to have satisfactory experience in the execution of 2 supply/manufacturing contract within the last 5 years, each with a value of at least US$ 6.850 million and Minimum average annual turnover of at least US$ 25,000,000 within the last 3 years.
The Manufacturers of the offered goods are required have at least 5 years of experience in manufacturing similar types of goods. Goods offered by Bidder/Manufacturer shall have 2 records of safety commercial operation for at least 2 years in 380kV transmission line or above (Certificates from End-Users are need for proving this).
6. Interested eligible Bidders may obtain further information and inspect the Bidding Document at the following address from 08:00 hours to 16:00 hours, Hanoi time, from 6 November 2009 (except weekends and holidays).

7. To purchase the Bidding Document in English, eligible bidders should:
- Submit a written application to the address above requesting for the Bidding Document for the above package.
- Pay a non-refundable fee of USD200 or VND 3,500,000 by cash, bank draft or check to Account No. 211000000.5367 - Investment and Development Bank.
- The Bidding Document may also be sent through courier for an additional fee of US$50. No liability will be accepted for loss or late delivery.
8. Bidders shall submit their bids:
- on or before 9:00 AM on 18 December 2009. Late bids will be rejected.
- to the address above
- together with a Bid Security for each package as follows:
- Package 1: Amount of USD600,000 for total package and Amount of Bid Security required for each lot follows:
- Bid Security for Package 1, lot 1.1: USD 150,000
- Bid Security for Package 1, lot 1.2: USD 150,000
- Bid Security for Package 1, lot 1.3: USD 150,000
- Bid Security for Package 1, lot 1.4: USD 150,000
- Package 3: Bid Security of USD 200,000
- Package 1: Amount of USD600,000 for total package and Amount of Bid Security required for each lot follows:
9. The Purchaser will not be responsible for any cost or expenses incurred in the preparation and delivery of bids.
10. Bids will be opened in the presence of the bidders' representatives who choose to attend at 09:30 AM on 18 December 2009 at the address above.
11. When comparing Bids, ADB's Domestic Preference Scheme will be applied in accordance with the provisions stipulated in the Bidding Document.
