1.    The Invitation for Bids follows the General Procurement Notice for this project that appeared in the ADB Business Opportunities on 2 August 2007.

2.    The Government of the Socialist Republic of Vietnam has received a loan from the Asian Development Bank (ADB) towards the cost of Mong Duong (1) Thermal Power Investment Program-Loan1. Part of the proceeds of this loan will be used for payments under the Contract of Supply, Construction, Installation, Testing and Warrantee of power system for Construction of Mong Duong 1 Thermal Power Plan Project 2 x 500MW as named above. Bidding is open to bidders from eligible countries of the ADB.

3.    Viet Nam Electricity (EVN) (the Employer) invites sealed bids from eligible bidders for the supply, construction, installation and testing of 35 kV transmission lines and substations in Mong Duong Ward Cam Pha Town Quang Ninh Province.

4.    Bidders are required to have general contractor/subcontractor experience in the execution of at least 2 similar contracts during the last 5 years for construction of 35 kV transmission lines and substations that are now complete/substantially complete, and with each contract having a minimum value of VND 20billion. Bidders in the role of manufacturer, producer, or supplier should have at least 2 contracts, each with a value of at least VND 5 billion, for the supply of ISO-9000 certified materials and equipment for 35kV transmission lines and substations, to tropical countries. Minimum Average annual turnover, calculated as total certified payments received for contracts in progress or completed during the last three years should at least be equal to VND50 billion.

5.    National competitive bidding will be conducted in accordance with ADB's Single-Stage: One-Envelope Bidding Procedure and is open to all bidders from eligible countries.

6.    Interested eligible bidders may obtain further information and inspect the Bidding Documents at the following address from 8:00 hours to 16:00 hours, Hanoi time, from Monday to Friday starting 19 November 2008:

7.    To purchase the bidding documents, eligible bidders should:

  • Write to the address above requesting the bidding documents for supply, construction, installation and testing of 35 kV transmission lines and substations no. ADB/MD1TPP/CW2;
  • Pay a non-refundable fee of VND 1,000,000 by cash or bank draft payable to the following account:

8.    Bidders shall submit their bids:

  • To the address above;
  • On or before 10:00 am on 19 December 2008. Late bids will be rejected.
  • Together with a Bid Security of VND500 million.

Bids will be opened at 10:30 am on 19 December 2008, in the presence of the Bidder's representatives who choose to attend at the address above.

9.    The Purchaser will not be responsible for any cost or expense incurred in the preparation and delivery of bids.
