1.    This Invitation for Bids follows the General Procurement Notice for this project that appeared in the ADB Business Opportunities on August 2008.

2.    The Socialist Republic of Viet Nam has received a loan from the Asian Development Bank (ADB) toward the cost of Lower Secondary Education for the Most Disadvantaged Regions Project, and it intends to apply part of the proceeds of this loan to payments under the contract for Supply EMIS equipment for schools in 17 provinces.

3.    The Ministry of Education and Training now invites sealed bids from eligible bidders for the "Supply of EMIS Equipment for Schools in 17 Provinces" under the project. Details and specifications are provided in the bidding documents.

4.    International competitive bidding will be conducted in accordance with ADB's Single-Stage: One Envelope Bidding Procedure and is open to all bidders from eligible source countries.

5.    Interested eligible bidders may obtain further information from the National Project Implementation Unit and inspect the bidding document at the address given below, from 1 July 2009.

6.    To purchase the Bidding document in English, bidders should:

  1. visit the office of the Ministry of Education and Training at the address below and pay a non-refundable fee of US$200, or 3,5000,000 VND,
    or
  2. request for delivery by sending a written application to the Ministry of Education and Training at the address indicated below and pay a non-refundable fee of US$210 or 3,675,000 VND for local delivery or US$270 or 4,725,000 VND for overseas delivery. The document will be sent by courier. No liability will be accepted for loss or late delivery.

The method of payment will be by cash or direct deposit to the account indicated below.

7.    Bids must be delivered:

  • to the address below;
  • on or before 9 am on 18 August 2009. Late bids shall be rejected.
  • All Bids must be accompanied by a Bid Security of 2% of bid price payable in a freely convertible currency.

Bids will be opened immediately after the deadline in the presence of bidders' representatives who choose to attend.

8.    The National Project Implementation Unit will not be responsible for any costs or expenses incurred by Bidders in connection with the preparation or delivery of Bids.

9.    In the comparison of Bids, ADB's Domestic Preference Scheme will be applied in accordance with the provisions stipulated in the Bidding Document.
