Invitation for Shortlisting for Consulting Services (Packages 1 and 3)

The Government of Indonesia invites reputable consultant firms from ADB's member countries, in association with qualified national consultant, to provide services for the Participatory Irrigation Sector Project (PISP), funded by Asian Development Bank under the loan No.2064-INO (SF)/2065-INO.

PISP supports the government's participatory irrigation management approach within a decentralized frame work of administrative and fiscal governance. PISP covers six provinces, (i) Lampung; (ii) Banten, (iii) West Java; (iv) Central Java; (v) East Java; and (vi) South Sulawesi. Two consulting packages will provide services in the fields of:

Package 1 : Irrigation and Water Resources Management; Institutional Development; Agriculture and Gender related services (approximately 110 person months of international consultants including irrigation management, planning and design specialists, institutional, construction management, environmental and agricultural specialist and 800 person-months of domestic consultants similar disciplines plus gender, training financial and economic experts ) (For Directorate Irrigation, Directorate General of Water Resources, Ministry of Public Works).

Package 3 : Project Performance Management System, Financial Management System and Asset Management Information System (approximately 30 person months of international consultants including irrigation asset management, water resources, GIS, PPMS, MIS specialists and 400 person-months of domestic consultants similar disciplines plus accounting, system analyst and computer programming experts) (For Directorate of Programming Guidance, Directorate General of Water Resources, Ministry of Public Works)

with the aim at improving the management and operating performance of existing irrigation system through improved operation and maintenance (O&M), periodic repairs and replacement of damaged and defective structures and selected rehabilitation and upgrading (R&U) of irrigation facilities.

Letters of interest and application documents should be submitted to the procurement committee, address shown between November 14th and 30th 2005 during working hours. A set of application forms can be obtained free of charge from the procurement committee. All of the application documents will be evaluated in accordance with ADB's Guidelines on the Use of Consultants and selected pre qualified firms will be invited to join a Quality and Cost Based Selection tender process.
