Invitation for Submission of Expressions of Interest (EOIs)

Loan No. 2096-SRI(SF) - Secondary Education Modernization Project II

Description and Objective:

The Government of the Democratic Socialist Republic of Sri Lanka has received a loan from the Asian Development Bank (ADB) towards the cost of Secondary Education Modernization Project II, and it is intended that part of the proceeds of this loan will be applied to eligible payments under the contract for consulting services to help establish a secondary education system that is equitable and responsive to labor market requirements. The specific objectives are to increase equity of access to quality secondary education, and improve the efficiency of the secondary education system.

The Project components comprise improving quality of, and equity of access to, secondary education, strengthening the capacity of provincial and zonal offices, and supporting implementation of government policies and reforms in education. It is estimated that a total of 273 person-months of consulting services will be required; 111 person-months of international and 162 person-months of domestic.

The executing agency (EA) of the Project is the Ministry of Education (MOE). MOE now invites EOIs from internationally reputed consulting firms from member countries of ADB for short listing for consulting services of the Secondary Education Modernization Project II. The EOI must include the following information indicating that they are qualified to perform the services:

  • Brochures summarizing their facilities and area of expertise;
  • Description of similar assignments;
  • Experience in similar operating conditions;
  • Availability of appropriate experiences and professional qualification among staff and resources to carry out the assignment; and
  • Administrative strength and financial capacity.

    The consulting firms may associate with other firms including domestic ones to enhance their qualifications. It is preferable to limit the number of firms to a maximum of 5.

    Quality and Cost Based Selection (QCBS) procedure will be followed for selection of the Consultants and they will be engaged in accordance with the ADB's Guidelines on the Use of Consultants. and its Borrowers and other arrangements, satisfactory to ADB.

    and must be delivered at the above address within 1400 hrs on 15 June 2005, and clearly marked "Request for Expression of Interest for Short Listing of Consulting Firms under Secondary Education Modernization Project II" , in 3 (three) copies, with a copy to ADB Resident Mission in Sri Lanka.

    The authority reserves the right to cancel all or any of the EOIs without assigning any reasons whatsoever.
