Invitation for Submission of Expressions of Interest
Loan 2172-BAN(SF)/ADB Grant 0008-BAN/SIDA Grant 0009-BAN/DFID Grant 0010-BAN: Second Urban Primary Health Care Project
Description and Objective of the Program: The People's Republic of Bangladesh has received a loan and a grant from the Asian Development Bank (ADB) and grants co-financing from the Government of United Kingdom and the Government of Sweden along with parallel cofinancing from United Nations Population Fund (UNFPA) and ORBIS international towards the cost of Second Urban Primary Health Care Project (UPHCP II), and it is intended that a part of the proceeds of this financing will be applied to eligible payments under the contract for consulting services of Behavior Change Communication and Marketing (BCCM) firm. The project component comprises, among others, provision of primary health care (PHC) and behavior change communication and marketing through partnership agreement with non-government organization and the private sector in six city corporations and five municipals towns of the country. The delivery of PHC services are integrated with development of infrastructure for urban PHC and environment health along with operationally relevant research, building capacity and policy for urban PHC. Consulting services will be required for: A. Behavior Change Communication and Marketing (BCCM)
The BCCM firm will carry out behavior change communication and marketing services, and, among others, will:
- Conduct formative BCCM assessments, and segment target populations on the basis of formative BCCM assessment;
- Define behavior change objectives including knowledge change, attitude change, and environmental change;
- Develop a formative BCCM intervention protocol;
- Develop messages, themes and media materials in Bangla and English;
- Choose channels that can most effectively reach particular target populations, especially the poorest living in slums;
- Develop monitoring and evaluation plans;
- Develop communication products including print materials, television spots, promotional materials (scripts for theater, street theater, radio and television soap operas);
- Conduct training of managers and service providers on communication;
- Develop a format for reporting and evaluation of BCCM activities, implementation and achievement in different stages.
B. HMIS Development and Implementation (HMISDI)
The HMISDI firm will: (a) develop and establish a fully functional HMIS across UPHCP-II and implement the same on a build, operate, and transfer (BOT) basis; (b) test and implement it; (c) train staff on it and transfer it to the Project Management Unit (PMU) and project implementing units (PIUs). The firm activities will include:
- Conduct of needs assessment for: (i) Volume and type of Information, (ii) Infrastructure, (iii) Logistics, and (iv) Human Resources Development;
- Develop a user friendly Bangla implemented Database with appropriate Geographical Information System (GIS) interface for all the operational and management level of UPHCP II;
- Develop online/off-line linkages for all the management levels of the project; and
- Design and develop a bilingual (Bangla and English) Web site for the project.
The PPMES firm, among others, will carry out: (a) a poverty assessment survey to establish income, poverty levels, percentage of poor and ultra poor in the Partnership Agreement Areas; and (b) conduct four major surveys: household survey, health facility survey, participatory evaluation studies (qualitative survey), and regular project monitoring survey using integrated supervisory instruments (ISI) at least thrice (baseline, mid-term and endline surveys) during the life of the project. The firm will be responsible to:
- Develop detailed methodology and survey design to monitor and evaluate the partners' performance. The methodology should be consistent over time and employ the Project's objectively verifiable indicators, including impact, output, and process measures.
- Collect and analyze the data for all the baseline, mid-term and endline surveys and prepare reports that would provide the complete range of health indicator data for each of the PA areas.
- Provide reports to Project Management Unit (PMU) and 11 Project Implementation Unit (PIU).
The DSESC firm, among others, will carry out design and supervisory engineering services to construct 50 Primary Health Care Centers (PHCCs), 14 Comprehensive Reproductive Health Centers (CRHCCs), modify of 12 Apartments/ Buildings (to be purchased at Dhaka City Corporation Area) for PHCC/CRHCC and upgrade four existing PHCCs to CRHCCs. The firm will be responsible for but not limited to:
- Prepare bid document complete with design, specifications, terms and conditions, time schedule etc. for all construction packages of the project. These documents will be used for bidding, contracting, supervision and administering implementation of the same.
- Assist and advise the Project Management Unit (PMU)/Project Implementation Units (PIUs) on tendering, processing thereof, evaluation of tender documents, documentation and the engagement of contractors;
- Ensure timely implementation of the construction through careful supervision and monitoring of the contractors;
- Supervise and monitor all civil works to ensure quality of materials, quality of work, and timeliness;
- Ensure that all related Project activities are effectively implemented; and
- Develop, print and disseminate guidelines for proper building maintenance under the UPHCP II.
The M&TS firm will carry out support services to the Project Management Unit (PMU) and Project Implementation Units (PIUs) including management capacity building and staff training in quality PHC as well as among others, will:
- Prepare strategic plan, design detailed activities in focal areas such as capacity building, provisions of service delivery, Quality Assurance & Quality Management, monitoring and supervision and operationally relevant research;
- Provide capacity building support and guidance to PMU/PIU/Partnership Area (PA) NGOs and City Corporations/Municipalities in coordination, management (including assessment of needs), supervision, governance, quality assurance, sustainability, equity in service provision and partnership program implementation;
- Provide necessary technical assistance for management capacity building and staff training in quality PHC of PMU, PIUs, City Corporation Health Departments (CCHDs) and Municipality Health Departments and Partner NGOs including organization of overseas (regional) study tours and fellowships; and
- Provide TA support to PMU for policy development.
The QATSS firm, among others, will carry out quality assurance training and supportive supervision services to (i) establish a quality assurance monitoring and supervision system; (ii) set performance standards for each service; (iii) develop a "supportive" supervision system; (iv) develop all training curricula which will include interpersonal communications. The quality assurance monitoring and supervision system will be used to monitor the quality of client-provider interactions and service specific counseling; imparting a sense that good counseling is fundamental to good-quality services. The firm will be responsible to:
- Plan for quality assurance by reviewing organization's scope of care to determine which services should be addressed, when, how, by whom, and with what priority;
- (b) Set/apply clinical and operational standards and specifications by translating programmatic goals and objectives into operational procedures. Under the broad rubric of standards there are practice guidelines or clinical protocols, administrative procedures or standard operating procedures, product specifications, and performance standards that the firm will develop;
- Train and communicate on guidelines and standards;
- Monitor quality by routine collection and review of clinical and operational data that helps to assess whether program norms are being followed or whether outcomes are improved.
- Identify problems and selecting opportunities for improvement and applying them;
- Define the problem and gaps between actual performance and performance as prescribed by guidelines and standards.
The Local Government Division (LGD) of Ministry of Local Government, Rural Development & Cooperatives (MOLGRD&C) is the Executing Agency. The Project is implemented by the PMU established within LGD along with the 11 PIUs established within the health departments of the city corporations of Dhaka, Chittagong, Rajshahi, Khulna, Barisal, Sylhet, and municipalities of Bogra, Comilla, Sirajgonj, Savar and Madhabdi. UPHCP II is expected to close in December 2011. The PMU of LGD now invites Expression of Interests (EOIs) from reputed consulting firms from member countries of ADB for short listing for the consulting services for the above listed six consulting packages. Separate EOIs will have to be submitted for each of the six consulting packages. The principal firm may associate with other firms to enhance their qualifications. Interested firms may obtain additional information from PMU during normal office hours at the address given below. Quality and Cost Based Selection (QCBS) procedures will be followed for the selection of the firm(s). The firm(s) will be engaged in accordance with the Guidelines on the Use of Consultants by ADB and its Borrowers and other arrangements like the Public Procurement Regulations (PPR), 2003 of Bangladesh and procedures framed there under satisfactory to ADB. The EOI with supporting documents shall be addressed to:
Project Director, Second Urban Primary Health Care Project,The EOI and supporting documents must be delivered at or before 1600 HRS on 08/12/2005 in sealed envelopes, clearly marked with depending on for which the EOI is being submitted: "EOI for [Behavior Change Communication and Marketing Firm (BCCM) (or) HMIS Development and Implementation Firm (HMISDI) (or) Project Performance Monitoring and Evaluation Support Firm (PPMES) (or) Design and Supervisory Engineering Services of Construction Firm (DSESC) (or) Management and Training Support Firm (M&TS) (or) Quality Assurance and Supportive Supervision Firm (QASS)] under UPHCP II" in four (4) copies with a copy to ADB Resident Mission, Dhaka, Bangladesh. The authority reserves the right to cancel all or any of the EOIs without assigning any reasons whatsoever.
