Invitation for Submission of Expressions of Interest for Computerization of Municipal Operations at Jammu and Srinagar
Loan No. 2151-IND: Multisector Project for Infrastructure Rehabilitation in Jammu and Kashmir
1. India has received a Loan from Asian Development Bank (ADB) towards the cost of a Multi-sector Project for Infrastructure Rehabilitation in Jammu and Kashmir and intends to apply part of the proceeds of the proposed loan for payments under the contracts for the Services for
Computerization of Municipal Operations at Jammu and Srinagar cities under two separate packages. The objective of the hiring Consulting services is to assist Municipal corporations in providing efficient services to citizens, proper management of municipal functions and revenue improvement activities etc.
2. The scope of consulting services will include field surveys of properties and assets, creation of computerized database, procuring hardware and softwares, installation of wide area networking, developing and commissioning of the system(s) etc for providing efficient services to the citizens and management of Municipal functions, revenue improvement etc, operation and maintenance of the system for next five years and training to the municipal personnel through a total solution provider. The duration of services may be from 5 to 6 years.
3. The Chief Executive Officer, on behalf of J&K Economic Reconstruction Agency, invites Expressions of Interest (EOI) from National firms having prior experience for at least 3 years in handling similar assignments. The firm(s) may submit EOIs for more than one package through the same proposal. Based on the experience and capability, the firm can be shortlisted and finally be selected for both the packages (cities).
4. The firm(s) must include in their EOI proposal,
- summary details of the similar projects carried out by the firms;
- experience of working in similar geographical situations
- annual turnover for the last three years;
- details of works in hand;
- experience in required area of expertise;
- one page summary of each project executed in the past seven years showing nature of projects, extent of responsibility and name of employer, etc;.
5. The EOIs received would be evaluated and a short-list of qualified firms will be prepared. The short-listed firms will be supplied Request for Proposal (RFP) Documents, including Terms of Reference, and given adequate opportunity to submit proposals. The firms shall be selected and engaged in accordance with the
Guidelines on the Use of Consultants by ADB and its Borrowers. The Employer shall be using the Quality and Cost Based Selection (QCBS) method.
6. The Employer reserves the right to shortlist or not to shortlist any or all of the applicant(s) or to cancel the entire process without assigning any reason. No liability will be accepted for loss or late submission.
7. Interested and eligible National Firms are invited to submit their EOI not later than
