LOAN 2277-NEP: EDUCATION SECTOR PROGRAM I
The proposed program cluster for the Education Sector Program (ESP) will offer phased support for the Government of Nepal's medium- to long-term education sector reform and restructuring. Three subprograms will be developed and implemented in accordance with the timeframe and progress of the education sector reform and restructuring from 2007 to 2012:
- Subprogram I (ESP I), to help implement policy interventions in basic and primary education by supporting EFA, 2004-2009 and prepare an education reform and restructuring program that aims to integrate the current primary and secondary subsectors into an integrated grade 1-12 school system;
- Subprogram II, to support initial implementation of the 1-12 school system reform and restructuring; and
- Subprogram III, to support the phased implementation of the restructured 1-12 school system.
- institutionalized policy review, formulation, coordination, and follow-up functions;
- a broadly accepted and financed 1-12 school reform and restructuring program, for initial implementation by FY2010; and
- realigned legislative, governance, management and financing structures appropriate for the 1-12 school system by FY2010.
