IND-2308: Uttaranchal State-Road Investment Program
Invitation for Submission of Expressions of Interest (EOI) for
Infrastructure Management Consultants
1. This Invitation for Submission of EOI follows the General Procurement Notice for this project that appeared in the "ADB Business Opportunities" on 08 August 2006.
2. India has applied for a Multi-tranche financing facility from the Asian Development Bank (ADB), towards the cost of Uttaranchal State -Road Investment Program ("the Project").
3. The Uttaranchal Public Work Department (herein referred to as the "Employer"), intends to engage an international consulting firm working with national experts to provide about 98 person-month of assistance to assist the Public Works Department of the State of Uttaranchal to transition to a modern organization and manage the road network. The consulting services will support ongoing initiatives by facilitating: - implementation of the employer's revised organizational structure designed to increase emphasis on policy, strategic planning and stakeholder involvement;
- identification of performance targets, allocating responsibility for their delivery ;
- definition and documentation of operating procedures;
- development of a Human Resources Strategy to achieve these targets and
- delivery of a training program for EA staff and contractors. To that end, the consultants engaged under the project will undertake the following but is not limited to:

A. Assist the EA with Organizational Restructuring The consultants will support the EA to carry out ongoing organizational restructuring activities, including:
- Establishment of a separate unit at PWDSGOU headquarters, responsible for the development of policy directives and performance targets to ensure quality and consistency.
- Creation of two additional operational Zones to permit closer supervision of projects and increase accountability; and
- Establishment of a Road Stakeholder Board (RSB) as well as a Consultant & Contractor Registration Board (CCRB) to increase stakeholder participation and transparency of decision-making.
- Assist in defining performance targets and developing position descriptions;
- Document operating procedures for efficient and timely delivery of performance targets;
- Conduct an assessment of staff requirements and skills-mix;
- Prepare a Human Resources Strategy (HRS) including an assessment of training needs.
- Design specific training programs for enhancing the skills of the categories of staff identified in HRS as well as private contractors engaged by or intending to seek work with the EA.
- Establish a formal agreement on the part of the EA with one or more recognized state educational institutions such as IIT Roorkee to deliver the training programs and support successful completion of the courses by the selected staff.
