Invitation for Expressions of Interest

Contract for the Comprehensive Review of the 2004 - 2007 Human Resources Strategy

Background

The Asian Development Bank (ADB) intends to solicit proposals from qualified international human resource (HR) management firms to assist ADB in conducting a comprehensive review of its HR management to ensure that ADB continues to attract and retain a highly motivated, appropriately skilled, and flexible workforce to meet its business needs.

Components of the comprehensive review include:

  • Review the implementation of HR actions under the 2004 - 2007 HR Strategy
  • Identify key priority areas for change from the results of the 2008 Staff Engagement Survey
  • Ensure ADB's future HR management supports ADB's changing business strategy under the new Long Term Strategic Framework (LTSF) (2008-2020)
  • Advise ADB on comparator organization HR best practices in formulating the strategic HR action plan

Consulting services are expected to commence in July 2008 until completion of the review and submission of reports to ADB by December 2008.

Qualifications of the HR management firm

Expressions of Interest will only be entertained from firms meeting the following criteria:

  • Experience in HR management and organizational effectiveness contracts with international or regional multilateral or bilateral financial institutions within the last five years
  • Internationally recognized with a strong presence in Asia
  • Access to worldwide and Asia-Pacific region best employment practices
  • Customized approach that will meet the needs of ADB

Invitation and Deadline for Submission of Expressions of Interest (EOI)

ADB now invites eligible international HR management firms to express interest in providing their services. The qualified firm will be selected in accordance with a quality-based selection process. Interested firms should express interest making reference to the criteria through electronic submission to HRSReview@adb.org no later than 24 June 2008. Expressions of interest may be addressed to the Chair of the Working Group for the Review, Mr. Bindu N. Lohani, Vice President of Finance and Administration. ADB reserves the right to issue a Request for Proposal to qualified firms, whether or not an EOI was received.
