Consultancy Engagement: Quality at Entry Assessment
The Quality at Entry (QAE) ratings exercise is intended to deliver an important commitment to the Asian Development Fund donors and to contribute towards achieving Asian Development Bank's (ADB's) corporate vision - An Asia and Pacific Region Free of Poverty. The quality-at-entry assessment is part of ADB's accountability framework for managing for development results. The outputs of the QAE ratings will also contribute to Level 3 Operational Effectiveness of the ADB-wide Results Framework. It is also expected to contribute to learning and product quality improvement by allowing ADB to track the trends in quality-at-entry and manage for continuous improvement. Country and project teams can also use the QAE standards for self-assessment at the design of projects and also country partnership strategies. Terms of Reference of Consultants for: Assessment of Sovereign Projects- Scope of Work - Assessment of sovereign projects and preparation of report.
- Detailed Tasks:
- Carry out a detailed assessment of the sample projects using the agreed criteria and the guide questionnaire-which is expected to be based principally on report and recommendations of the President (RRPs), country partnership strategy related reports/documents, Management Review Meeting minutes, Staff Review Committee Meeting minutes, and back-to-office reports of the processing mission, as appropriate; discussion with ADB officials, as necessary-the consultant will provide clear references to source documents for the evidence to support the assessment against each criterion for independent review by group members.
- Participate and advise the working Group on related matters, as requested.
- Preparation a report on the QAE assessment of the sovereign projects.
- Such other work as may reasonably be required by the chair and co-chair.
- Output/Report Requirements - Sovereign projects QAE assessment and report by mid-September.
- Scope of Work - Preparation of a draft consolidated report of the QAE rating exercise, working closely with the Chair and Co-chairs of the Working Group.
- Detailed Tasks:
- carry out a quality and completeness review of the QAE results and reports;
- assist in filling the gaps or in strengthening quality and completeness of QAE results and reports;
- assist in preparing a draft consolidated QAE report, highlighting results, their implications, and key recommendations
- Participate and contribute in working Group retreat/meetings to confirm the QAE performance assessment of each CPS.
- Such other work as may reasonably be required by the chair and co-chairs.
- Output/Report Requirements -QAE assessment report by end September.
