Recruitment of Consulting Services for Construction Supervision for Contract No. MPW/868/ADB/QCBS

1.    The Islamic Republic of Afghanistan ('Afghanistan') has requested the Asian Development Bank ('ADB') to provide financial assistance under the proposed Multi-tranche Financing Facility (MFF) for implementation of various road projects by the Ministry of Public Works ('MPW'). The civil works in these proposed road projects would be carried out as per the design by Employer (MPW). The civil works would be supervised by construction supervision consultants ('Engineer') and the services will include, but not be limited to the following:

  1. review detailed designs (provided by the Employer);
  2. function as an 'Engineer' for the Project;
  3. administer the civil works contracts and ensure that the works are constructed in accordance with the provision of the civil works contracts and as per the national standards adopted by MPW;
  4. ensure compliance with Environmental Guidelines for Selected Infrastructure Development Project (Highway and Roads), prepare environmental management plan (where applicable) or update environmental management plan prepared by the design consultants and monitor implementing the plan;
  5. prepare resettlement plans as per ADB Policy on Involuntary Resettlement (where applicable) or update resettlement plan prepared by the design consultants and monitor implementation of the plan;
  6. carry out road safety audit; and
  7. carry out Project Performance Monitoring/Benefit Monitoring and Evaluation

2.    MPW wishes to engage firms of consultants, having proven track records of carrying out similar assignments, to carry out construction supervision of the following road project:

3.    The consulting services are expected to commence in March / April 2009.

4.    MPW now invites eligible firms to submit their expressions of interest (EOI), for the above Project, supported by documents that demonstrate experience and capacity to provide the above services, and the following:

  • List of similar assignments completed/under taken in the last ten years, providing details of the client, country, source of funding, size, cost, years of services and description of services,
  • Information regarding technical experts/personnel available,
  • Present work load (amount and type of work, country and assignment and experts deployed),
  • Any other details consultants deem to fit to provide to enable the client to appreciate their relevant capability,
  • Name, address, telephone and fax numbers,
  • Structure and organization of the firm.

5.    The main part of the EOI shall be a specific brief of not more than five (5) pages, to be sent by electronic mail to the address given at the end. The five pages shall comprise a brief presentation of the firm or association, including the points mentioned at para 4.0 above. The same text, together with all other material shall be sent as hard copy to the address given at the end. Consultants are encouraged to provide only materials that are specific to the proposed services, and to avoid submitting generic promotional material.

6.    The Consulting firms will be selected in accordance with quality and cost based selection procedures set out in ADB's Guidelines on the Use of Consultants (2007).

7.    The Team would mainly comprise 1 long term and 2 short term international experts (Team Leader, Environment Specialist and Social Development Expert), and 5-6 national experts (Resident Engineer, Pavement Engineer, Bridge Engineer, Field Engineer, Quality Control Engineer). The firms may refer to the 'Outline Terms of Reference' for the proposed assignment available on ADB website (www.adb.org). The firms should, therefore, engage well qualified international and national experts, and may associate with other firms to enhance the value and quality of their services. The Association may take the form of a Joint Venture (with joint and severable liabilities of all partners) or a sub-consultancy. If consultants intend to associate with other firms, they should state in their EOI the composition and form of the association.

8.    The Deadline for the submission of EOI is 2:00 PM (Kabul Local time) on 20 November 2008 to the address below. All firms will be advised of the result of their EOI. Only firms that have been short-listed will be invited to submit a technical proposal. The names and addresses of short-listed firms will be published in the ADB website.

9.    MPW reserves the right to shortlist or not shortlist any or all of the applicant(s) without assigning any reason whatsoever.
