Invitation for Submission of Expression of Interest (EOI) for Consulting Services
Loan 2029-IND: National Highway Corridor (Sector) I Project
1. India has received a Loan from the Asian Development Bank (ADB), towards the cost of National Highway Corridor (Sector) I Project ("the Project") and intends to apply part of the proceeds of the Loan for payments under the contracts for the consulting services for Road Safety component.
2. Road Safety component will be implemented in three phases:
Phase 1:
Inception, Review, Road Safety Audit and Blueprint of the Integrated Road Safety, Traffic Management & Traveler Information and Emergency Response System (Road Safety Zone system, RSZ) for the selected road section
Phase 2:
2a: Functional and Technical Specifications for the RSZ (selected alternative).
2b: Sets of documentation required for the procurement of design, supply and installation of the RSZ under different procurement options, and
Phase 3:
Assistance to NHAI in Bid Evaluation, Monitoring of Procurement and Implementation of the RSZ
3. The road safety zone concept will be implemented for a road section of about 120 km between Jhansi and Orai in the state of Uttar Pradesh (see
map). The road safety zone will integrate several systems operated from the Central Control Center (CCC), including:
- Emergency Response System (ERS).
- Automatic Enforcement System (AES)
- Advanced Traffic Management and Traveler Information Systems (ATMS & TIS).
- Weigh in Motion System (WIMS)
- Road Safety Monitoring and Evaluation System (RSMES).
4. The development and subsequent implementation of the RSZ is first of its kind in India and it is expected that it will create a model for further replication on other sections of the National Highway System.
5. National Highways Authority of India (herein referred to as "the Employer"), intends to engage an international consulting firm (the Consultant) to define, design, prepare sets of documentation for procurement, assist in the procurement, supervise the installation, assist in testing and inception of the RSZ into operation.
6. The engagement of a consulting firm is tentatively scheduled from 1 October 2009 to 30 June 2011. About 22 person-months of international consultants (Team Leader/ Road Safety Expert, ITS Expert, and Road Safety Expert) and 19 person-months of domestic consultants (ITS Expert, Road Safety Expert, Road Design Engineer, and Legal Expert) on the intermittent basis will be required to conduct the services. Refer to the
Terms of Reference for detailed information regarding the nature of services to be provided. The estimated cost of the consulting services is approximately $900,000.
7. The Employer reserves the right to shortlist or not to shortlist any or all of the applicant(s) or to cancel the entire process without assigning any reason. No liability will be accepted for loss or late submission.
8. The Consultant shall be selected and engaged in accordance with the Guidelines on the Use of Consultants by ADB and its Borrowers (February 2007) as amended from time to time. The Employer shall be using the Quality and Cost-Based (QCBS) method with simplified technical proposal.
9. The consultancy firms are requested to fill-in the
formats (A-D) attached with this invitation. In case of JV / Consortium, formats (A-D) shall be submitted by each partner. In evaluation of EOIs submitted by JV / Consortium, weightage will be given on 60 - 40 basis ( 60% for Lead partner and 40% for other partner/s)
10. Interested and eligible consultants from the ADB member countries are invited to submit their EOI including information which will demonstrate their capabilities and experiences qualifying to perform the required services not later than 9th April, 2009 to the following address:
