Invitation for Expression of Interest for Construction Supervision Consultancy Service

SRI: Southern Transport Development Project

1.    The Democratic Socialist Republic of Sri Lanka will apply for a loan from different commercial lenders to be covered by a sovereign non-payment guarantee from the Asian Development Bank (ADB) towards the cost of the Balance Works in two lane widening to four lane of Southern Section of STDP from Pinnaduwa to Godagama. (Note: Due to a technical glitch in the system, the EOI notice in the CSRN does incorrectly refer the fund source as the 26522-02 LOAN: Southern Transport Development Project).

2.    The Road Development Authority (RDA), established under the Road Development Authority Act No. 73 of 1981, under the Ministry of Highways & Road Development is the Implementing Agency for STDP and the Ministry of Highways and Road Development (MOH & RD) is the Executing Agency.

3.    The STDP consists of four project components, which are financed by ADB, JICA and GOSL. The principal product of the project is Sri Lanka's first access controlled expressway, connecting Kottawa in Colombo suburbs to Matara in the Southern Province with an access road from the Highway to Galle, which is the capital of Southern Province.

4.    The primary objective of the services to provide Construction Supervision Consultancy Service and to ensure that the project is completed, within the time allocated for construction, within the contract price, in accordance with the provisions set out in the contract documents for the section from Pinnaduwa to Godagama of STDP.

5.    Detailed Terms of Reference will be provided to the Consulting firms.

6.    The engagement of a consulting firm or firms is for 26months commencing from February 2010. About 48 person-months of international consultants and 596 person-months of domestic consultants will be required to conduct the services. The estimated cost of the consulting services is approximately $3,615,000.

7.    Cabinet Appointed Consultancy Procurement Committee reserves the right to shortlist or not to shortlist any or all of the applicant(s) or to cancel the entire process without assigning any reason. No liability will be accepted for loss or late submission.

8.    The Consultant will be selected and engaged in accordance with the ADB's Quality -and Cost - Based Selection (QCBS) procedure, following the Guidelines on the Use of Consultants by ADB and its Borrowers.

10.    Interested and eligible consulting firms from the ADB member countries are invited to submit their EOI using the Standard EOI form on or before 14.00 hrs (local time) on 20th July 2009 to the following address:
