Project Impact
The impact of the TA will be improvement in the delivery of transport, water and sanitation and energy sector services to households and businesses of the Cook Islands underpinning economic growth, particularly in the important tourism sector improvement in living standards and environmental conditions on the main and outer islands.

Project Outcome
The expected outcome of the TA is the implementation of a comprehensive infrastructure governance framework over a two-year period that ensures consitent and coordinated performance by the agencies responsible for infrastructure service delivery. This will be characterized by common processes for developing infrastructure investment plans, effective and efficient financial and operational management of assets, appropriate opportunities for private sector participation, customer-oriented service delivery and transparent accounting and recognition for community services obligations.

Project Outputs
1. Institutional Improvements and Reforms. Reorganization of the infrastructure sector will consolidate resources and overcome present fragmentation, assign clear accountabilities, eliminate overlap in roles, and set the platform for private sector participation in physical works and service delivery. The TA will assist Government combine and consolidate the technical capabilities and staff resources from Ministry of Works, Office of the Ministry of Island Administration, and AMD into a single ministry focused on infrastructure planning, project development and asset management. Water supply and sanitation on Rarotonga, extending later to Aitutaki, will be consolidated into a stand-alone Water Board. Technical assistance for change management, capacity building and institutional strengthening will be provided to the reformed agencies. The TA will prepare plans for, and assist with detailed change management and implementation of the Government agency reforms, including review of the legal framework and requirements, development of organizational structures, revisions to financial and operational mangement information systems, and key staff job descriptions, preparation of business plans, performance monitoring and reporting procedures. 2. Planning and Investment for Infrastructure. The TA will provide two planner/policy specialists in the transport and municipal infrastructure sectors to assist with building central planning and policy capacity in the Officer of the Prime Minister and to assist with the preparation of sector policy statements for (i) roads, maritime and aviation (ii) energy and (iii) water supply, sanitation and solid waste management. Government's community service obligations in each of these sectors will be transparently identified. 3. Asset Management. The TA will assist Government to introduce a regulatory requirement for asset management plans, and annual auditing by the Audit Office, harmonized to the absorptive capacity of the affected agencies. The plans will cover infrastructure planning, maintenance, performance targets, levels and standards of service, and public consultation. TA from asset management and organizational specialists will be provided to the Cook Islands Audit Office (CIAO) to develop a standard plan template, guidelines for plan preparation, identification of the minimum criteria, and support to CIIC for government properties. This will be followed by advisory services to assist the development of asset management plans for Rarotonga and the Outer Islands by the line ministries and other infrastructure agencies. 4. Private Sector Development. The TA will also provide assistance to the new infrastructure ministry and other agencies for the development of performance based contracts and related General Conditions of Contract for the outsourcing of professional services and the contracting in of maintenance, rehabilitation and construction activities from the private sector. Assistance will be given to line ministries and infrastructure agencies for the organization and conduct of focused workshops to impart the new requirements to the private sector consultant and contractor industries.
