Loan No. 2015:Second Primary Education Development Program (PEDP II)
Description and Objective of the Program:
PEDP II is a comprehensive six-year sub-sector program (2003-2009), with a particular focus on improvement of quality of primary education. PEDP II represents a major operationalizing of a key part of the Government's Education for All (EFA) and poverty reduction agenda, which are linked with the Millennium Development Goals (MDGs). Accordingly, the PEDP II, and ADB's sector loan for the PEDP II, has an overall sector goal of reducing poverty through universal primary education and contributing to sustainable socio-economic development and equity in Bangladesh society. In addition to ADB sector loan, the program includes substantial amount of co-financing under ADB administration from the development partners i.e DFID, EC, Government of Netherlands, NORAD, SIDA and CIDA. Also IDA is providing parallel as well as co-financing support, while JICA, and UNICEF in partnership with AusAid are providing parallel financing to the program.
Consulting Services:
ADB as the lead agency is responsible for overall supervision and monitoring of the implementation of PEDP-II and is responsible for liaison and coordination with other development partners. ADB has established a Project Liaison Unit (PLU) under the management of its Bangladesh Resident Mission (BRM) to perform these tasks and requires an international consultant/Team Leader for the PLU. The duration for this position is initially 2 years (1 July 2005 - 30 June 2007), with one year probation period. The appointment could be extended for two years, subject to performance and need.
Team Leader, PLU (Program Implementation Specialist/International)
The Team Leader will lead a multi-disciplinary team of international and national specialists in the PLU of the Bangladesh Resident Mission of ADB. He/She will have international/regional experience in managing and coordinating multi donor funded development programs, preferably Sector-wide Programs (SWAPs). Besides, experience in monitoring and evaluation of primary education quality improvement, and in procurement, preferably with ADB procurement guidelines, is essential.
The Team Leader will report to the ADB Country Director for line management, oversight and everyday functions of the PLU and will work closely with the ADB Task Manager for PEDP-II based at ADB/BRM. He/She will:
- Plan, organize and lead a professional team in PLU, under the management of BRM of ADB to guide, support, monitor and provide oversight of the work of the EA in implementation of PEDP-II;
- Prepare annual work plans for the unit consistent with the overall TOR of PLU;
- Approve the design framework of individual activity in consultation with ADB/BRM, and report results and outcome to the Consortium through ADB;
- Maintain close liaison with the EA and other relevant agencies of the Government in relation to implementation of PEDP-II;
- Plan and guide external monitoring and evaluation activities/studies, and ensure implementation supervision of EA in the light of monitoring results;
- Coordinate and interact on a regular basis with Consortium in consultation with ADB/BRM;
- Guide PLU staff in preparing agenda for the review missions, in preparing joint aide memoirs, and in undertaking follow-up actions required;
- Coordinate harmonization of reporting procedures with the EA based on agreement with Consortium, and ensure timely submission of periodic progress reports to ADB's Bangladesh Resident Mission and Consortium members;
- Articulate sector and program issues in the context of implementation of PEDP-II and bring them promptly to the attention of ADB's Resident Mission and Consortium members;
- Keep an overview of progress made or impediments encountered in implementing broad based reform programs and broader development initiatives.
- Process and submit for ADB approval all relevant procurement including civil works and training, disbursement, etc.;
- Ensure that in all matters pertaining to Program implementation, ADB Guidelines on procurement, consultant's services, and disbursement under ADB loan funds and jointly co-financed grant funds administered by ADB, and similar Guidelines of International Development Agency, are followed with respect to respective financing;
- Assist Consortium Chair in organizing Consortium meetings and in keeping record of the meetings;
- Maintain independent internal accounting and stocking systems concerning PLU operations;
- Perform any other task to be assigned by ADB/BRM related to PEDP-II.
Competencies
The following competencies are required for the position:
- Background and ability to undertake above mentioned responsibilities;
- A postgraduate degree or equivalent in social science fields such as economics, education, finance, public administration and commerce;
- At least 3 year-experience in successfully leading, managing and coordinating multi-donor funded development programs, preferably SWAPs; and 10-year work experience in formulating, implementing and/or monitoring development projects in Asia;
- Experience of working in developing countries, preferably in South Asia, particularly in Bangladesh;
- Experience in conducting research and evaluation activities, preferably in the area of quality improvement of primary education;
- Strong management and interpersonal skills to lead a team of experts in multiple disciplines, and strong negotiations and problem solving skills;
- Strong analytical and communication skills, and excellent English language skills;
- Familiarity with multilateral development bank's operational guidelines and procedures; and
- Ability to work in a multicultural set up.
