Loan 1817: Power Rehabilitation Project
Loan 2124-TAJ(SF): Irrigation Rehabilitation ProjectObjectives and Scope: The Asian Development Bank (ADB) approved a loan of $22.7 million to the Republic of Tajikistan for the Irrigation Rehabilitation Project. The executing agency (EA) will be the Ministry of Water Resources and Land Reclamation of the Republic of Tajikistan. The objectives of the Project are to improve living standards of the project area farming community, and institute measures to the improvements implemented under the Project. The Project has the following components: (i) rehabilitation of irrigation and drainage systems, and related institutional support; (ii) agriculture support services for dehkan farms; (iii) improvement of the rural potable water supply systems; and (iv) project management, monitoring, and evaluation. The executing agency will conduct competitive bidding for the selection of an international consulting firm that in collaboration with local consultants will assist the EA in the implementation of the Project.Consulting Services: The consulting services will be provided by international consulting firm(s) in collaboration with local consulting firm(s) that shall be engaged in accordance with Guidelines on the Use of Consultants by ADB and its Borrowers (revised January 2005) and other arrangements acceptable to ADB for the use of domestic consultants. The Project will provide a total of 684 person-months of consulting services, comprising 78 person-months of international and 606 person-months of domestic consulting services. The consultants will assist the EA in (i) institutional capacity building; (ii) surveys, design, preparation of specifications, cost estimates, tender documents, and construction supervision; (iii) agriculture support services; (iv) project implementation, monitoring and evaluation; (v) support to water resource management agencies; (vi) support to water users' associations; (vii) development of water and sanitation councils; and (viii) improvement of rural potable water supply systems. Request for Full Technical Proposals (RFP) documents will be issued in February 2006 to shortlisted consulting firms. Commencement of consulting services - first quarter 2006; planned project implementation period - 6 years. The selection of consulting firms will be done in accordance with procedures set in the Guidelines on the Use of Consultants by ADB and its Borrowers (revised January 2005) among technically qualified firms from ADB member countries. The selection will be done using quality-and cost based selection method (QCBS).
