Objectives and Scope:
The goal of the TA is to reduce the risks of increase of HIV/AIDS/STI and human trafficking that may be associated with the rehabilitation of the Osh-Sary Tash-Irkeshtam road and operation of the road transport corridor after project completion. The purpose of the TA is to raise public awareness and address the risk of HIV/AIDS/STI transmission and human trafficking among construction workers, sex workers, local communities, truck drivers, border officers and other road users. The TA will focus on capacity building by utilizing international expertise in addressing HIV/AIDS/STI and human trafficking, concentrating on HIV/AIDS through sexual transmission which is the main mode of HIV transmission in general, as road projects tend to be associated more with the sexual ineteractions. Sexual transmission of HIV/AIDS is currently increasing in the Kyrgyz Republic. The TA comprises five components, to be undertaken primarily in the road project area: (i) promotion of behavior change; (ii) clinical support; (iii) human trafficking prevention; (iv) advocacy workshops and policy development; and (v) performance monitoring and evaluation (PME) system in rehabilitation areas. Emphasis is given to capacity building of national and local governments, institutions and NGOs across the components.
Consulting Services:
A qualified international firm or organization which may affiliate with domestic institutes will be recruited as TA Consultant team to implement the TA. The TA Consultant team should be highly experienced in HIV/AIDS/STI and human trafficking programs including management, training, capacity building and advocacy with a wide range of stakeholders in the transport sector, preferably in the Kyrgyz Republic. The international organization will be recruited following ADB's Guidelines on the Use of Consultants and quality and cost-based selection procedure. The TA Consultant team will include 11 person-months of international consultants and 72 person-months of domestic consultants. Equipment, supplies, and materials under the TA will be procured by the TA Consultant team following ADB's Guidelines for Procurement.
Project Processing Stage: Approved by the Bank on 23 November 2004.
Recruitment of Consultants: The short listing is tentatively scheduled in mid December 2005. Expression of interest is open until end of November 2005.
