Grant 9039: Rural Recovery through Community-Based Irrigation Rehabilitation

Objectives and Scope:
The JFPR project goal is to contribute to the reduction of widespread poverty in the more vulnerable, low food security areas in the north of Afghanistan. The purpose is to significantly increase economic livelihoods in the project area. This would be accomplished through three components: (i) income generation for the poor through irrigated agriculture, (ii) community capacity building for decision making and effective water utilization and management, and (iii) project management and monitoring. The proposed project will support relevant community-based irrigation system rehabilitation and maintenance approaches, and pilot approaches to community planning and management. The proposed project will be implemented over 24 months, and will assist communities to implement subprojects through broad participation in identifying, prioritizing, planning, and rehabilitating badly degraded and damaged irrigation structures. It will be implemented in up to 40 micro-watersheds in the three northern provinces of Jowzjan, Faryab, and Sar-E-Pol with farming systems based on irrigated agriculture, but with significant rain-fed production of grains. The project will also infuse cash into the local economy through the payment of wages for upgrading the small-medium scale irrigation systems. Improvement of traditional irrigation structures resulting in sustainable water for production is the immediate priority because of its key importance for livelihood-based agricultural production and for enhancing and sustaining natural resources-based asset generation.

Consulting Services:
A consulting firm will be selected in accordance with ADB's Guidelines on the Use of consultants and other arrangements satisfactory to ADB for the selection and engagement of domestic consultants. The quality and cost based selection method, using a simplified technical proposal will be adopted for selecting the consultant firm. Before project inception, a central Project Coordination Unite (PCU), led by a Project Coordinator (PC) employed by the management NGO but seconded to MRRD, will be established at MRRD headquarters. The PC will be assisted by a deputy coordinator with responsibility for finance and procurement.
