"Financial and Performance Auditing Services for four ADB funded projects"

The Government of the People's Republic of Bangladesh has received a loan from the special fund resources of the Asian Development Bank (ADB) towards the cost of Road Network Improvement and Maintenance Project-II [ADB Loan No. - 2021-BAN(SF)] (The Project) and intends to apply a portion of this loan to eligible payments for External Audits, conducted under the Project, of four ADB funded projects: (Loan 1789-BAN(SF)/1790-BAN: Road Maintenance and Improvement Project, Loan 1920-BAN(SF) Road Network Improvement and Maintenance Project I, Loan 2021-BAN(SF) Road Network Improvement and Maintenance Project II, and Loan 2147-BAN(SF) Chittagong Port Trade Facilitation Project).

The Roads and Highways Department (RHD), hereinafter referred to as the Executing Agency (EA), now invites Expression of Interest (EOI) from internationally reputed private sector auditing firms of Bangladesh or any other ADB member country for shortlisting for the captioned services.

The auditor will be responsible
  1. to audit annually the consolidated project accounts and related financial statements,
  2. to conduct independent performance audit twice during implementation as per ADB's Guidelines for conducting Project Performance Assessments,
  3. to undertake random/spot audits of the civil works contracts during implementation, and
  4. to inspect related accounts and records to ensure transparency and timely implementation of the project.

"Only individual internationally reputed auditing firms are being invited to submit their EOI for shortlisting. The capabilities of only the Lead Partner/firm, in case EOI is submitted by a Joint Venture (JV) or associates, will be evaluated and only the Lead Partner/Firm will be shortlisted. The EA or the Government of Bangladesh will not entertain any claim whatsoever in this respect from other Partner(s) of the JV or association for not evaluating or shortlisting it/them along with the lead partner/firm."

The EOI should specifically include:

  • Background of the firm(s) (limited to one page);
  • General and overall experience of the firm(s) (limited to one page);
  • Summary of experience of firm(s) in the required area of expertise;
  • Summary of similar projects undertaken in the country or region (limited to three pages);
  • Summary of similar projects undertaken in the countries with similar social, geographical and economic conditions;
  • Summary of similar projects undertaken in other countries (limited to three pages);
  • Audited financial reports of the firm(s) for the last three years;
  • Nature, size, employer, location, and type of input for contracts in hand (limited to three pages); and
  • Summary of permanent professional employees with key qualifications (limited to one page).

EOI with supporting documents must be delivered at or before 17:00 p.m. on 24 August 2006 in sealed envelopes, marked with "EOI for the Financial and Performance Auditing Services for four ADB funded projects", and be delivered to the address below. Late submissions will be rejected.

The auditors, who have submitted their EOI for short listing in the first call are requested not to submit their EOI again. Their earlier submitted EOIs have been evaluated and will be considered combined with the evaluated EOIs of this invitation for shortlisting purposes.

International competitive bidding procedure will be conducted, and selection will be made in accordance with ADB's Quality- and Cost-based Selection procedure, following ADB's Guidelines on the Use of Consultants by Asian Development Bank and Its Borrower. The request for proposal to submit detailed technical and financial proposal is expected to be issued to the shortlisted auditing firms in October 2006.

The EA or ADB will not entertain any cost or expense incurred by the firms in connection with the preparation or delivery of the EOI. The EA reserves the right to shortlist or not shortlist any or all of the applicant(s) without mentioning any reason whatsoever.
