Invitation for Submission of Expressions of Interest(Readvertisement) "Financial and Performance Auditing Services for four ADB funded projects"Loan No. 2021: Road Network Improvement and Maintenance Project IIExecuting Agency:Roads and Highways DepartmentThe Government of the People's Republic of Bangladesh has received a loan from the special fund resources of the Asian Development Bank (ADB) towards the cost of Road Network Improvement and Maintenance Project-II [ADB Loan No. - 2021-BAN(SF)] (The Project) and intends to apply a portion of this loan to eligible payments for External Audits, conducted under the Project, of four ADB funded projects: (Loan 1789-BAN(SF)/1790-BAN: Road Maintenance and Improvement Project, Loan 1920-BAN(SF) Road Network Improvement and Maintenance Project I, Loan 2021-BAN(SF) Road Network Improvement and Maintenance Project II, and Loan 2147-BAN(SF) Chittagong Port Trade Facilitation Project). The Roads and Highways Department (RHD), hereinafter referred to as the Executing Agency (EA), now invites Expression of Interest (EOI) from internationally reputed private sector auditing firms of Bangladesh or any other ADB member country for shortlisting for the captioned services. Mr. A.K.M. Rezaul Haque"Only individual internationally reputed auditing firms are being invited to submit their EOI for shortlisting. The capabilities of only the Lead Partner/firm, in case EOI is submitted by a Joint Venture (JV) or associates, will be evaluated and only the Lead Partner/Firm will be shortlisted. The EA or the Government of Bangladesh will not entertain any claim whatsoever in this respect from other Partner(s) of the JV or association for not evaluating or shortlisting it/them along with the lead partner/firm." Mr. A.K.M. Rezaul HaqueThe auditors, who have submitted their EOI for short listing in the first call are requested not to submit their EOI again. Their earlier submitted EOIs have been evaluated and will be considered combined with the evaluated EOIs of this invitation for shortlisting purposes. International competitive bidding procedure will be conducted, and selection will be made in accordance with ADB's Quality- and Cost-based Selection procedure, following ADB's Guidelines on the Use of Consultants by Asian Development Bank and Its Borrower. The request for proposal to submit detailed technical and financial proposal is expected to be issued to the shortlisted auditing firms in October 2006. The EA or ADB will not entertain any cost or expense incurred by the firms in connection with the preparation or delivery of the EOI. The EA reserves the right to shortlist or not shortlist any or all of the applicant(s) without mentioning any reason whatsoever. |
