Loan No. 2190- BAN(SF): Agribusiness Development Project

Request for Expressions of Interest for Consultancy Services

1. The Government of the People's Republic of Bangladesh has received a loan from the Asian Development Bank (ADB), and intends to spend part of the loan for payments under the contract for loan implementation consultants to provide consulting services for the Agribusiness Development Project (the Project). The Project will promote agribusiness activities to generate employment and help alleviate poverty. Specially, it will

  1. promote small-scale agribusiness activities by channeling credit through reputable, experienced nongovernment organizations (NGOs), and by providing technical and marketing support to small-scale agribusinesses throughout the rural areas of the country;
  2. strengthen participating NGOs and wholesale banks to ensure efficiency of the credit implementation and management;
  3. strengthen agribusiness associations for policy dialogue on the enabling environment, agribusiness promotion, and information dissemination; and
  4. improve the enabling environment for agribusiness development through legislative and regulatory changes, as well as reorientation training for the staff of public sector agencies.

2. The Project will require support from 652 person-months (pm) of consulting services including 93 pm of international consulting services and 559 pm of domestic consulting services. Consultants will be recruited following provisions of the Guidelines on the Use of Consultants by Asian Development Bank and its Borrowers dated April 2006 and PPR 2003 of GOB. Three distinct sets of consultants as outlined below for the three packages will be recruited through firm(s) following quality and cost-based selection procedures. A single firm or a consortium of firms would submit a single proposal covering all of the three packages.

A. International Consultants:
Package 1: Agribusiness Lending and Technical and Marketing Support
  1. Agribusiness Promotion Advisor (Team Leader) = 28 pm
  2. Agribusiness Finance Specialist = 9 pm
  3. Environment and Social Advisor = 4 pm
  4. Gender Advisor = 3 pm

Package 2: Improving and Enabling Environment For Agribusiness
  1. Agribusiness Policy Advisor = 12 pm
  2. Marketing Management Advisor = 18 pm
  3. Training Advisor = 10 pm

Package 3: Project Implementation Support
  1. Project Management Information Advisor = 9 pm

Subtotal (A) = 93 pm

B. Domestic Consultants:
Package 1: Agribusiness Lending and Technical and Marketing Support
  1. Agribusiness Promotion Specialists (2 person) = 88 pm
  2. Women Entrepreneur Promotion Specialist = 48 pm
  3. Training Specialist = 48 pm
  4. Environmental Specialist = 48 pm
  5. Social Impact Specialist = 48 pm

Package 2: Improving and Enabling Environment For Agribusiness
  1. Agribusiness Policy Specialist = 24 pm
  2. Legal Specialist = 24 pm
  3. Marketing Management Specialist = 48 pm
  4. Training Specialist = 36 pm

Package 3: Project Implementation Support
  1. Project Manager (Deputy Team Leader) = 60 pm
  2. Project Management Information Specialist = 27 pm
  3. Project Accounting Specialist = 60 pm

Subtotal (B) = 559 pm

Total (A & B) = 652 pm

3. The Project Director, Agribusiness Development Project, Ministry of Agriculture (MOA) now invites proposals from the eligible professional consulting firms only having expertise and a pool of experienced professional staff of different disciplines for short-listing of consulting firms. The firms will be short-listed from ADB member countries in such a way that a balanced representation of the ADB member countries is ensured. The proposal should demonstrate firms' understanding of the requirements of the project and an understanding of the tasks set forth in the scope of services. In particular, the proposal should consist of

  1. the background, organization and experience of the firm, including similar works done and at hand in the region and similar geographical area during the last ten years,
  2. detailed resume of each of the proposed key professional staff to be assigned to carry out the services etc.,
  3. financial resource/Bank solvency,
  4. annual turnover (at least five years),
  5. audit report (at least three years, and
  6. the firms should have registration certificate.
4. All proposals (five copies) must be submitted to the Project Director, Agribusiness Development Project, Ministry of Agriculture at the following address latest by 4:00 PM (BST) of 14 August 2006.

5. Read the Detailed Terms of Reference. For any additional information relating to the Project, the firms may contact the Project Director.

6. The authority reserves the right to accept or reject any or all EOI without assigning any reason.
