Request for Expression of Interest (EOI) for Consultancy Services
Loan No: 2266-BAN (SF): Secondary Education Sector Development Program
1. The Government of the People's Republic of Bangladesh has received a loan from the Asian Development Bank (ADB), and intends to spend a part of the loan for payments under the contract to provide consulting services for the Secondary Education Sector Development Program (SESDP). SESDP will focus on improving the efficiency and quality of secondary education, while enhancing access. SESDP will have three outputs: (i) strengthened management of, and transparency in, secondary education management; (ii) higher quality secondary education; and (iii) more equitable access to secondary education.
2. The SESDP will require support from a team of consultants comprising of 92 person-months of international inputs, and 212 person-months of national inputs. The team will be engaged through a firm following the provisions of the Guidelines on the Use of Consultants by Asian Development Bank and its Borrowers dated April 2006 and PPR2003/PPA2006 of GoB and using the quality and cost-based selection method Full technical proposal will be used for the recruitment. A single firm or a consortium of firms would render the services of the following consultants.
A. International Consultants :
- Education System Management Specialist/Team Leader - 42 pm
- Curriculum Development and School-Based Assessment (SBA) Specialist - 12 pm
- Examination Development Specialist - 18 pm
- Madrasah Education Sector and Development Specialist - 20 pm
Sub-Total (A) - 92 pm
B. Domestic Consultants :
- Education System Management Specialist/Deputy Team Leader - 48 pm
- School Monitoring and Quality Assurance (MQA) Specialist and Performance-Based Management (PBM) Specialist - 36 pm
- EMIS Specialist - 24 pm
- Human Resource Management Specialist - 8 pm
- Curriculum Development and SBA Specialist - 24 pm
- Examination Development Specialist - 24 pm
- Madrasah Education Sector and Strategy Specialist - 36 pm
- Social Development and Gender Specialist - 12 pm
Sub-Total (B) - 212 pm
Total - 304 pm
3. An additional ten (10) person-months of national inputs will be provided through individual recruitment.
4. The Directorate of Secondary and Higher Education, Ministry of Education now invites EOIs from the eligible professional consulting firms having expertise and a pool of experienced professional staff of different disciplines for short-listing. The firms will be short-listed from ADB member countries in such a way that a balanced representation of the ADB member countries is ensured. The EOI should contain the firm's understanding of the tasks set forth in the scope of services. In particular, the EOI should consist of:
- The background, organization and experience of the firm including similar works done earlier and now at hand in the country region and in similar geographical area during the last ten years.
- Financial resource / Bank solvency
- Annual turnover (at least five years)
- Audit report (at least three years), and
- Firm's registration certificate
5. All the required copies of EOIs (ten [10] copies) must be submitted to the undersigned at the address given below latest by 4.00 PM (BST) of 30 January 2007.

7. The authority reserves the right to accept or reject any or all EOIs without assigning any reason thereof.
