Recruitment of Consultants:

Expression of Interest will be accepted until 12 March 2007.

Objectives and Scope:

The objective of ARMMA is to (i) expand the outreach of microfinance in Aceh by developing microcredit pilot programs that reach down-market to households and microenterprises affected by the tsunami, and that have traditionally found access to formal financial institutions difficult; and (ii) evaluate potential new livelihood activities through applied subsector research. The Grant has 3 components:

Component A: Microfinance and Livelihood Surveys - This component will provide 2 related services to the project; namely, microfinance surveys and livelihood surveys.

Component B: Microfinance Pilot Schemes -Preliminary and Roll-out phases

Component C: Grant Management - Project Management Unit to provide strong grant management

Consulting Services Required:

A total of 54-person months of domestic consulting services will be procured, including a grant coordinator-microfinance expert (24 person months), a financial accounting-audit specialist (12 person months), a social survey specialist (8 person months), a subsector specialist (8 person months), and a Syariah banking specialist (2 person months). A firm will be engaged for the consulting services, following the consultants' quality selection method with biodata technical proposal format, in accordance with ADB's Guidelines on the Use of Consultants by Asian Development Bank and Its Borrowers, April 2006. All procurement will be conducted in accordance with ADB's Procurement Guidelines.

Implementation Period: Over a period of 24 months.
