Objectives and Scope:
The Decentralized Basic Education Project (DBEP), financed by the Government of Indonesia (GOI) and the Asian Development Bank (ADB) Loan No. 1863-INO, is designed to support the efforts of GOI to improve provision of basic education in public and madrassah schools in 20 districts in Bali, Nusa Tenggara Barat (NTB), and Nusa Tenggara Timur (NTT) provinces. In 2006, 6 additional districts in NTT began receiving support under grant funding from the Dutch Government. ADB approved the loan on 29 November 2001, the Project became effective on 20 May 2002, and is scheduled for closing on 31 December 2008.
In order to assess progress towards stated objectives of DBEP, baseline and impact evaluation studies are to be conducted. The baseline study will describe initial conditions before project intervention in the 8 districts of NTT that have recently received support under DBEP. The mid term Benefit/Impact Evaluation will assess the delivery of inputs provided under DBEP to 18 districts in NTB and Bali, and their impact.
