TA Loan 1899-PAK: Institutional Development for Access to Justice Program

TA Loan 1899-PAK: Institutional Development of Access to Justice Program requires the services of an international consultant "Community Policing Expert" on a three months assignment under a Technical Investment Proposal: "Introduction of Community Policing Techniques". The Access to Justice Program, launched by the Government of Pakistan with the financial assistance (TA Project) of the Asian Development Bank, invites applications, for the following position, on contract basis.

Position: Community Policing Expert

Duration: Three months

Duty station: Islamabad

Qualifications: An advanced degree in social sciences, legal, development or policy studies. Computer literacy is a must for this position.

Experience: Minimum 5-10 years senior level experience in developing standard/ techniques/M&E system for community-led policing, establishing mechanism and developing standard operation procedures for increased community participation in policing.

Tasks:
  1. Conduct a comprehensive review of previous community policing mechanisms; identify weaknesses and suggest alternatives.
  2. Research, develop and formulate community policing techniques to ensure that the vulnerable section enjoy equality of access to quality policing.
  3. Design, plan, programme, and organize workshop in consultation with PMU, IAs and stakeholders; facilitate workshop process, report writing, printing and publishing.
  4. Devise mechanism of incorporating community policing plan into district policing plan.
  5. Formulate mechanisms for developing the awareness of members of institutions created under PO 2002 and LGO 2001 of community policing principles.
  6. Developing standard operating procedures for the model police station.
  7. Devise mechanisms for developing the capacity of female police in police stations.
  8. Collect, collate and analyze information and develop a monitoring and evaluation mechanism for assessing the efficiency, effectiveness and impact of community based policing.
Requirements:

  • Graduate/Post graduate degrees should be recognized by the Higher Education Commission.
