For Short Listing of Service Provider for 3D Seismic Operation
Over Five Gas Fields (Titas, Bakhrabad, Sylhet, Kailashtila & Rashidpur)
Under Appraisal of Gas Fields (3-D Seismic) Project
A loan agreement has been signed between Government of Bangladesh (GOB) and Asian Development Bank (ADB) and it is intended that part of the proceeds of the loan will be applied to eligible payments under the contract for the procurement of Service Provider Services for 3-D Seismic Survey over five gas fields namely Titas & Bakhrabad gas fields under Bangladesh Gas Fields Company Ltd. (BGFCL) and Sylhet, Kailashtila, Rashidpur gas fields under Sylhet Gas Fields Ltd. (SGFL).
Bangladesh Gas Fields Company Limited (BGFCL), a company of Bangladesh Oil, Gas & Mineral Corporation (Petrobangla) under the Ministry of Energy & Mineral Resources, Government of Bangladesh intends to appoint a Service Provider which will be an internationally reputed Geophysical Company, capable of providing 3D Seismic Planning, Designing and Support Services for 3D Seismic Data Acquisition, Processing, Interpretation and familiarization of Client's Personnel in the use of 3-D Seismic Equipment (Foreign & Local on Job Orientation). They will assist field operation by providing Foreign Expert manpower (in-house) and local consultant (pay roll) and Emergency Supply of Spares, Consumables, Software, Critical & Special Logistics and Trouble Shooting on short notice. This is required to ensure that while the 3D crew is running for seismic survey it is not interrupted and crew time is minimized. The company and its expert manpower will ensure implementation of 3-D Seismic Survey over five gas fields.
On the above context, BGFCL intends to prepare a short-list of Service Providers from member countries of Asian Development Bank.

Expressions of Interest (EOls) will be opened in presence of the representatives of the participating bidders, if any, on the same day at 11.30 hrs. (BST). In case of any unavoidable circumstances such as strike, civil commotion, Govt. declared holiday, etc. EOls will be received and opened on the following working day.
Special Instructions:
- The Service Provider will be selected based on quality of proposal and cost of services [Quality and Cost based selection (QCBS)] in accordance with the procedures set out in Guidelines on The Use of Consultants by Asian Development Bank and Its Borrowers.
- Partial offer will be rejected.
- All instruments for 3D seismic work, camp kits, Local manpower, Logistics and general materials will be provided by IA.
- EOI submitted by Fax/E-mail will be rejected. Likewise photocopy of faxed or e-mailed EOI will also be rejected.
- Bangladesh Gas Fields Company Limited reserves the right to accept any or reject any or all of EOls or annul the EOI process at any stage without assigning any reason whatsoever and without incurring any liability to the affected bidder (s).
