PAK 2229(SF): Megacity Development Project
Re-advertisement for Consultancy Services in Study in Water and Sewerage Sector in Karachi
The Karachi Mega City Development Project is an Asian Development Bank (ADB) assisted project aimed at:
- supporting improved urban governance, planning, management and financing; and
- providing and stimulating investment in urban infrastructure and service provision in the city of Karachi.
The Local Support Unit (LSU) has been established with the City District Government of Karachi (CDGK) to execute services and works included under the project.
Part of the project funds is to be used for "Study on Disaster Management Plan for Water Supply & Sewerage Infrastructure in Karachi". The LSU is now seeking Expressions of Interest (EOIs) from suitable International / Local firms to carry out the following tasks of Consultancy:
- Devise Emergency Management Plan to minimize and mitigate the damaging effects of both natural and man-made disasters on KW&SB's Water and Sewerage Infrastructures;
- Suggest application of appropriate mitigation technologies, practices and alternate strategies for the strengthening of Water & Sewerage System Infrastructure and un-interrupted operations of the KW&SB in case of emergency.
- Recommending appropriate institutional and operational arrangements and possible investment interventions based on the final analyses.
The team will be required to have a full-time dynamic team leader preferably with International experience and high-level technical skills assisted by high quality specialists in relevant areas and required to complete the study within four months.
The firm should have demonstrated experience in water balance estimation, non-revenue water reduction and distribution network improvement programs; experience of urban water improvements in South Asia and in developing performance-based non-revenue water reduction or distribution improvement contracts.
The EOI should comprise:
- a brief capability statement including experience of similar work undertaken under comparable circumstances of not more than three A4 pages in length, and
- summary statements of recent project experience and
- golden paragraph CVs of key staff who would be available for the assignment of not more than seven A4 pages in length (total a maximum of 10 A4 pages).

EOI may be sent by mail (10 copies) and e-mail to the address provided below and must be received by the LSU by 28 March 2007 by 3:00 pm Pakistan Standard Time. Please note that LSU reserves the right to withdraw from this process at any stage and will bear no liability whatsoever for any expenses incurred by participants in connection therewith.
