PAK 2229(SF): Megacity Development Project
Re-advertisement for Consultancy Services in Study in Water and Sewerage Sector in Karachi
The Karachi Mega City Development Project is an Asian Development Bank (ADB) assisted project aimed at:
- supporting improved urban governance, planning, management and financing; and
- providing and stimulating investment in urban infrastructure and service provision in the city of Karachi.
The Local Support Unit (LSU) has been established with the City District Government of Karachi (CDGK) to execute services and works included under the project.
Part of the project funds is to be used for "Study on Financial Sustainability and Institutional Development for Karachi Water & Sewerage Board". The LSU is now seeking Expressions of Interest (EOIs) from suitable International / Local firms to carry out the following tasks of Consultancy:
- Undertake an in-depth institutional review and suggest institutional arrangements that are consistent with local government decentralization and that combine accountability with the commercial autonomy necessary to run a sustainable water utility;
- Develop a long term commercialization strategy on a step by step basis, outlining benefits, costs, opportunities and risks at each stage with concrete proposals for making KW&SB a fully sustainable and self sufficient organization;
- Recommend a practical plan on financial sustainability and a sound revenue collection system;
- Undertake an internal organizational review of KW&SB identifying weaknesses, structural constraints and issues of accountability, transparency and responsiveness. Asses human resource needs and suggest improvements in effectiveness, resource mobilization, revenue generation management and accounting system and also design a costed capacity program for KW&SB.
The team will be required to have a full-time dynamic team leader preferably with back ground of International experience, with high level technical skills and a range of high quality specialists in relevant areas and required to complete the studies within six months.
The EOI should comprise:
- a brief capability statement including experience of similar work undertaken under comparable circumstances of not more than three A4 pages in length, and
- summary statements of recent project experience and
- golden paragraph CVs of key staff who would be available for the assignment of not more than seven A4 pages in length (total a maximum of 10 A4 pages).
No brochures or other additional information should be sent.
EOI may be sent by mail (10 copies) and e-mail to the address provided below and must be received by the LSU by 27 March 2007 by 3:00 pm Pakistan Standard Time. The firms that have already responded to previous advertisement on this study need not apply again. Please note that LSU reserves the right to withdraw from this process at any stage and will bear no liability whatsoever for any expenses incurred by participants in connection therewith.
