Objectives and Scope:
The Project aims to strengthen the national Agriculture Science and Technology (AST) system in Viet Nam, thereby contributing to the sustainable and equitable growth of the agriculture sector and ultimately to reduced rural poverty. The Project will address critical issues involved in AST development, including the low level of linkages among key AST areas (agricultural research, extension, and training), and the gap in the capacity of physical and human resources for the national AST system. The Project will contribute to the resolution of these issues and increase the effectiveness and relevance of AST activities for clients to receive benefits of improved AST, and promote on-farm and off-farm sustainable use of natural resources. Including the three key AST areas under the Project as part of the integrated national system is vital if the full potential of AST development is to be realized. The Project scope will cover
  1. client-oriented agricultural research and capacity strengthening,
  2. grassroots agricultural extension improvement, and
  3. rural-based technical and vocational training.
The activities will be undertaken through close linkages among the components. Specific project outcomes will include
  1. improved capacity of physical and human resources for agricultural research,
  2. increased responsiveness of agricultural research activities to client needs,
  3. improved farmer access to participatory and pro-poor agricultural extension services,
  4. strengthened linkage between agricultural research and extension,
  5. increased responsiveness of rural-based technical and vocational training to national sector goals, and
  6. strengthened capacity of rural-based agricultural training.
The project scope has been carefully designed to avoid overlapping, and be technically complementary to the ongoing policy and institutional reforms under the ADB-financed Agriculture Sector Development Program.

Consulting Services:
The Project will require a team of consultants, including 29 person-months of international and 96 person-months of national consultants in the fields of
  1. agricultural research management,
  2. agricultural extension management,
  3. agricultural vocational training,
  4. social development,
  5. environmental assessment,
  6. financial management, and
  7. monitoring and evaluation.
An international consulting firm will be engaged to provide these services. The international agricultural research management specialist will act as the team leader. The selection and engagement of consultants will be done in accordance with ADB's Guidelines on the Use of Consultants and the procurement plan as agreed and amended from time to time. The quality- and cost-based selection method will be used, and simplified technical proposals invited from the short-listed firms. Attached is the detailed terms of reference and breakdown of consultant inputs.

Recruitment of Consultants:
MARD invites interested firms to submit expressions of interest to the Central Project Management Unit at the address shown above. The selection and engagement of consultants will be done in accordance with ADB's Guidelines on the Use of Consultants and the procurement plan as agreed and amended from time to time. The quality- and cost-based selection method will be used, and simplified technical proposals invited from the short-listed organizations. The expression of interest must include the following information:

a. Background and key area(s) of expertise of the firm(s).
b. Narrative description of the firm(s) specific technical qualifications and experience relevant to the current assignment.
c. Project sheets illustrating relevant projects within the last 10 years (no more the 5 sheets per firm).
d. Summary of permanent professional employees with key qualifications.

Deadline for the submission of EOIs is on 5 May 2007.
