Invitation for Submission of Expressions of Interest

Loan 2286-PAK: Renewable Energy Development Sector Investment Program

Consultancy Services to Prepare Engineering Design, Tender Documents, Design Review and Project Management for 5 Hydropower Project on Canal Falls of Punjab

1. The Government of the Islamic Republic of Pakistan has applied for a loan from the Asian Development Bank (ADB) for the development of renewable energy in the country.
2. Government of the Punjab intends to utilize part of the loan for the Consultancy Services to
   1. prepare/review and update the existing Engineering Design;
   2. prepare Tender Documents; and
   3. review of Detailed Design submitted by EPC contractor and Project Management.
   
   The Projects have been studied by Asian Development Bank consultants up to feasibility level and salient features are as under:

3. The EOI was first posted on the website of Punjab Government on 10 August 2006.
4. The scope of services of the Consultants also includes, but not limited to, assistance in evaluation of bids, award of contract, tariff studies and drafting power purchase agreements (PPA) and Project Management as well as contract administration under EPC-turnkey contract conditions of FIDIC. The consultancy services are to be undertaken through Engineering Consulting Firms or Joint Venture of local and foreign consultants, registered with Pakistan Engineering Council.
5. Irrigation Secretariat, Government of Punjab, invites eligible Engineering Consulting Firms or joint venture of local and domestic consultants to indicate their interest in providing the services. Such firms from member countries of ADB are invited to submit Expression Of Interest (EOI). The intention of this invitation is to prepare short-list of suitable consulting firms/joint venture from which proposal will be invited. The joint venture should not comprise of more than four (4) firms. The consulting services will be selected in accordance with the Quality-and Cost-Based Selection (QCBS) method of ADB's Guidelines on the Use of Consultants.



6. In particular, the EOI should consist of
   1. the background, organization and experience of the firm/joint venture;
   2. relevant experience of the firm in low head hydro power projects during the last ten years and at hand;
   3. detailed resume of key professional staff to be assigned to carry out the services, etc;
   4. financial resources;
   5. annual turnover (at least for the last five years) and
   6. Audit Report (at least for the last three years).
7. All EOIs (five copies) must be submitted to the Chief Engineer (Power) Irrigation and Power Department, either by mail or in person up to 24 March 2007. Further information, if required, can be obtain from the office of the Chief Engineer (Power) through direct contact, phone or by e-mail at the address indicated below.
8. Irrigation and Power Department will not reimburse any cost or expenses incurred in connection with the preparation of delivery of EOI or visits to any office or site.
9. The recruitment process will be processed and finalized only after the project is approved by ADB, Punjab Government and Federal Government.
